Havana, Jan. 2.— It developed I today that the company of the In- diuna regiment which waved the Cuban Hag during the parade yes- i terday was not arrested, an cabled j last nioht. Investigation showed 1 that the Hugs were distributed to them by Cubans iu the crowd, and the act of waving them was thoughtless and not prearranged. Twenty-five > Cuban horsemen, well mounted and armed, joined the column at Prado, rode to Central Park and debouched into a side street. They aroused considerable enthusiasm. Three bluejackets from the Texas, at about 12:30 yesterday, rowed to the wreck of the Maine and hoisted a large Stars and Stripes to the peak of the wreck. The Hag was saluted by tho shipping in the har bor. Received and Sent to the Foreign Relations Resolutions Expressing Dissatisfaction With Committee — Brief Accompanying Kuykendall U w . Message. Washington, Jan. 4.— When the senate went into executive session today the peace treaty, which had just been received from tho presi dent, was laid before the senate by senator Frye, who occupied the chair m the absence o f the vice- president. The treaty was not read, but the president’s message, accom panying it, was. This was a simple letter of transmittal, without any word of recommendation or sug gestion, and was only a few lines in length. On motion of Senator Davis, ¡the treaty was referred to the commit tee on foreign relations and ordered printed for the use of the senate. No order was made looking to mak ing the treaty public, but it is un derstood thnt this will be done after the treaty is passed upon by the committee. Davis entered a motion to make the treaty and proceedings of the commission public, but upon sug gestiou of Allison, ho withdrew the motion for tho purpose of allowing the committee to act on it. A meeting of the committee on foreign relations has been called for Friday, and it is probable the oommittee will then bring in a res olution for publication of both treaty and proceedings. --------------- —« » » « -------------■ Late Literary News. Before adjournment yesterday the school superintendents approved the main features of the Daly school bill. Only fitful flashes of the storm were to be seen. The state-paper clause of the Daly bill was preferred by the normal- school people, but the college peo ple were not satisfied, as their grad uates, they thought, ought to be entitled to enter examinations for state papers at once, though not for county papers. The vote, how ever, was in favor of the proposed lAw. The following resolutions were adopted: “ Be it resolved, by the depart ment of seperintendence of the Or egon State Teachers’ Association, in regular session assembled: “ First, That we condomn that portion of the Kuykendall school law (senate bill No. 68, passed by tbe special session of tbe legisla ture), which, in the country dis tricts, takes from parents having children to educate, the right to vote on the questions of building schoolhouses, borrowing money, levying school taxes and petitioning for the division or consolidation of school districts; that vn regard such portion of the act as injurious to the educational interests of the state, and as not justified by public needs or public sentiment; that we request the regular session of the legislature to repeal promptly such portion of the net, and to attach the emergency clause to Buch re peal. “ Second— That the qunlitcations for voters at all school elections and meetings should be uniform in nil districts in the state hnviog less than 4U00 population (those districts having three directors), and should include householders (fathers and widows) having children of school age in the district, and taxpayers, male and female.”— Evening Tele gram. 10, 1899.
