That the banks are to dictate the nature of currency legislation goes with out question. The nature of the different measures that have been proposed it is not my object to discuss fur ther tliau to notice some of the ob stacles. ns stated by the Oregouian of Nov. 19, that would naturally be in the way of tho McCleary plan in its present form. Two of them are stated as being, “ Absence of profit on circulation based on the new ‘reserve notes,’ and doubtful de pendence on ability of bauks to control gold movements through manipulation of discount rates.” Of course, any form of currency that the bankers could not bo mak ing a profit on is not to be thought of for a moment, and any failure of tho banks being able to fully con trol gold would bo just awful. Rut wliat I wish to most particu larly notice is this statement, made in the same article of the Oregon ian: “ Something must be done to secure the gold standard against the perils of future elections." The gold standard must be made secure at all hazards, even though after a fair trial it was found to be unsatisfactory and the people by an overwhelming vote should decide they did not longer want it; and it must be made secure, ns the future voter is not supposed to know what is beat tor him; that is, unless he continues to • vote for tho gold standard. it is very hard to tell just what form of bill they will get through, but we are led to suppose that it will be iu the form of a contract that must run its specified time, regardless of how obnoxious it might bicomc, or what burdens it might impusG; nnd with provisions iu it that no future “Re it enacted” could have any bearing upon it. I do not propose to even guess at the wording of the bill, but| it will be in such a shape that the courts will finally interpret it about as the com mon people would interpret the following: This indenture witnesseth: That the congress of the United States of America, parties of the first part, for and in consideration of the privilege of paying interest on all money used in all the business transactions among the common people, the fact whereof is hereby acknowledged, have bargained, sold and confirmed unto the hank ers of America, parties of the sec ond part, all their right, title, inter est and authority to issue currency, which is to be used among the peo ple in common business transactions as money; and the coinage of gold, ihe money which is to be used in the redemption of all other money, is to he subject to restriction by the parties of the second part, in case of their being unable to “ control its movements through manipulation of discount rates.” W e, the congress of the United States of America, parties of the first part, do hereby covenant with the hankers of America, parties of the second part, that we are siezed in fee of tho rightjj herein trans ferred, and that we have right to sell and dispose of the same; nnd that we will warrant and defend the same unto parties of tho second part, their heirs and assigns for the period of fifty years from this the first day of April, A. Pierce, n prominent attorney here, owner with other Pierces of exten sive tracts r f lands in the Grande Roude valley, Union county, Las cloved a deal with representatives of tho Mormon leaders for the sale for $10,000 of a half section of sugar beet land near La Grande. Resides this purchase the Mormons bought 500 acres near the Pierce tract for $15,000 and other reality making their total expenditures $10,000. Already they have plotted the land, surveyed a street through the cen ter of the entire tract, and divided the laud into forty-ncro lots. A MormoU family will be placed on each forty-acre trnct. Next spring the Mormons will put up a largo department store and settle a col ony of Later Dny Saints. Already the Mormons have ex tensive holdings in the Rlue Mountains iu eastern Oregon, hav ing purchased many miles of placer mining ground nnd some quartz properties. Tho parties making tho deal with Pierce propose to gain a firm foot ing for Mormonism in eastern Ore gon. All deeds of sale to tho Mor mons contain clauses binding the purchasers to carry out the con tracts with the beet sugar factory to raise sugar beets for four or five years. HOTEL FIRE AT SAN FRANCISCO. Baldwin Hotel Destroyed— 800 People in the House at the time. San Francisco, Nov. 23.— At 2:35 this morning the Baldwin hotel caught fire and has been entirely destroyed. There were 800 people, guests and employes, iu the hotel when the fire broke out and a num ber of these people are thought to have lost their lives. Manager A. J. White is one victim, hut heforo lie gave up his life the gallant follow saved the lives of threo women. The tire is said to have started in the kitchen, and worked its way up through a llue to the sixth flour, nod before first alnrm was seut in the Humes had gained great headway. Tho cost of the hotel including the ground and furniture was $3,000,000. The building was the Baldwin theatre. The street floor was occupied by tho hotel offices, barroom nnd numerous stores. The Baldwin theatre was entirely de molished. capita', of the island of Pansy, has fallen into the hands of the Fili pino insurgents. The cruiser Charleston and the gunboat Con cord have been seut to Iloilo to in- j vestigate as to the truth of the re- : ports. The American military police made an attempt to arrest three disorderly Filipuios last night, and a tight ensued. Sergeant Price, of j the Minnesota regiment, was killed, and three other soldieru— Maher, Montgomery nnd Hoyt — were wounded. One Filipino was killed and others arrested. W hat could not he accomplished off Santiago has been accomplished at Manila, viz., the saving of tho sunken Spanish warships. The cruisers Isla de Cuba and Isla de Luzon, which were sunk during' the battle of Manila boy, have been floated and docked at Cavite. ^Patrons of Husbandry. Concord, N. Colorado, Connecticut, Illi nois, Kansas, Indiana, Maine, M as sachusetts, Michigan, Missouri, Now Hampshire, Now Jersey, New York, Oregon, Pennsylvania, Ver mont, Washington and Wisconsin are represented. Jahel Robinson, master of tho Dominion Grunge, Canada, com pared tho cider in Canada with that in the United States to the advant age of the latter. Tho master in his address recom mended that tho order continuo its efforts to have enacted the postal savings hank law, the national pure food law, nmenilments to the anti trust laws, laws to prevent gam bling iu margins nnd futures, nnd prevent the owners, lessees and managers of public warehouses from buying grain on their own accounts and storing tho same in warehouses controlled by them, to prevent the mixing of lower nnd higher grade grain, for the election, for the election of Unite*! States senators by popular vole, so secure tho speedy construction of the Nic aragua canal by the United States, and the appropriation of $1,000,000 per year to further extend the free delivery of mails in the rural districts.
