H e r a l d : Having become pessimistic with reference to the production of prosperity by a sys tem calculated, deliberately, to tax tho people to death, and augment the wealth of tbo few by special legislation in their interest, I enclose a few remarks on the early history of Coos county and the benevolent system of some of our magnanimous philanthropists. My observation teaches that num bers of my fellow citizens will not look backward and be guided in the future by tho experience of tho past. If tho history of Coos county wore trutfhully written, the gradual degradation of labor, which has obtained, would make an interesting episode. The factors in that lam entable feature in the annals of Coos county, who reaped fortunes from tho system, are still to the fore; and, while guilty of despoiling labor, they assume the roll of monitors and teach us true (?) patriotism and how to voto for tho stability of an honest dollar. I have observed the tyrannical and dishonest methods of this class of mountebanks in feeding their workmen on salt cod fish six days in the week, with a little fresh meat on Sunday, and then paying them in trade dollars and silver orders, when silver was at a discount of ten per cent. Notwith standing this abominable feature in their career, you will often hear them say that they never robbed any person. The difference between scientific absorption and highway robbery is as clear as glass. One requites courage and risk; the other requires nothing but a cowardly bulldozer in charge of the exchequer. Tho decree was, “ Take it or quit work.” While a multitude take political lessons from such hypo crites, and sign petitions that have no other aim in view 1 ut the de moralization of labor, but thinly disguised, prosperity is impossible. I have always considered the term, “ pauper labor,” ridiculous when applied to a laborer who earns and receives a snlarv. A man em ployed in an honest occupation can not be classed as a pauper, no mat ter bow small the wages be that he receives. Wo are much given to egotism and to relying upou mis leading persons who have an object in deceiving. If to employ a man at the minimum of pay and then to draw a major part of that out of him by excessive charges on necessities approaches the condition of “pauper labor,” then, it may be seen in all its beastly deformity on Coos bay. The prosperous condition of Humboldt bay— I now speak of its early history— was dut to the fact that the mill operators kept no stores, and paid their help every month; consequeutly, labor was free from coercion Bnd the debasing “ truck” sj’stem; its earnings could be expended whenever it could obtain the best results; business men in other lines had an oppor tunity to enter, and that section nourished in consequence. N ot so on Coos bay; coercion was rampant, the “ truck'’ system supreme, and the attempt of the employer of labor to discount bis own orders for the payment of labor at ten per cent au accomplished fact. When greed presses to the front, we witness a display of unblushing and aggres sive gall. Coercion at elections was rife, and is yet to a certain extent. I heard an employer of labor, in 1861, make the following remark to the late Patrick Flanagan: "M r. Flanngan, do you vote for General 1 McClellan? Why, I would dis owned absolutely by the mill firm charge any man in my employ that were towed in and loaded.
