W
ident this moruiug sent to congress
a special message regarding the
tlood sufferers in the Mississippi
valley.
It recited facts learned
from governors and prominent cit
izens of Arkansas, Louisiana, Mis
sissippi and Tennessee, regarding
the extent of the submerged area
and the number of people who
have lost all property and crops, as
their chance to raise nnvthiDgdor-
iug the present season, and said
that from »150,000 to *200,000
would be necessary to relieve their
wants. It cited former occasions
when the general government gave
money in aid of unfortunates and
strongly urged congress to promptly
make tbe appropriation in tbe pres
ent case.
In tbe senate, upon receipt of
tbe president’s special message,
Senator Jones, of Arkansas, offered
a joint resolution appropriating
$150,000 for supplies to Mississippi
river flood sufferers.
In the honse, Catcbings of Mis
sissippi offeied a resolution appro
priating $200,000 for the relief of
flood sufferers.
The senate passed the Jones
resolution aud the house the Catch-
inga resolution.
This would have
left an awkward situation, but the
senate yielded precedence to the
bouse, recalled its resolution and
promptly paBBei the house resolu
tion, which then went to the piesi-
dent.
The president signed the res
olution at 1:55 p. in.
Secretary Alger acted with the
greatest promptness, and has al
ready almost completed arrange
ments for distiibutiou of govern
ment relief for the flood sufferers.
By the present plan, army officers
will start for Memphis tomorrow,
aud dividing the Mississippi into
six sections, will ascertain tbe
