The financial plan outlined by the Republicans in cowgren* aa announced by the press dispatchea a few days ago ia aa follows: First, lay a tariff of CO per cent »4 the McKinley rates on wool and woolen1 gooeh, and on carpets and lumber. Then place a horizontal VS per cent on all other articles •xeept sugar. As the people con sume these taxed goods, the burden of this part of the revenue is paid by them. Second, issue 3 per cent gold bonds to bring the gold reserve np to, or above, the one hundred mil lions standard. This part of their programme saddles more interest bearing debt on the people for the benefit of the debt owners Third, issue interest bearing treas ury notea in exchange for the green backs, which draw no interoat, and hoard the greenbacks in the treasury along with the gold reserve. This is to compel the people to pay inter est on all of the paper money in use, thus placing the burden all on the people to the exclusion o f the bankers, who are exempt from tax ation. Fourth, allow the national bnnks tb issue bank notes np to the full value of the bonds that they have on deposit, and instead of charging 1 per cent for their circulation, as before, only charge one-fourth of 1 per cent. This bank circulation to take the place of the non-inter est greenbacks, compelling the peo ple to pay interest to the banks for the use of money. Thus it will be seen that the whole scheme is to lay the burdens of government entirely on the laboring and producing classes to the exemp tion o f the wealthy. It is the same old story intensified. One would think that the great uprising of the people against these unequal bur- bens would have opened the eyes of these plutocratic politicians, but it seems they have not profited by the lesson. “ The Ood of this world hath blinded the minds" of these n M u o a i M f l statesm en . Aa -coming events cast their sha dows before” the above outlined policy of the Republican party fore shadows what their national plat form for 1806 will contain. As an indication of the beauty of our monetary and commercial sys tems, we note the panic in Wall atreet on Friday, Dec. 20, which wrecked three firms on that street and scattered dismay throughout the country. The slump started in London and was quickly telegraphed to Wall street, where stocks droppod trom 4 to 11 per cent in a very short time. In the midst of this panicky condition it was announced that $5,000,000 of gold was with drawn for shipment to London by three firms, which of course did not sarve to steady the nerves of the street A sensible monetary system, eoupled with a suppression of stock gambling, would render auoh whole- sals ruin to business impossible. The gold baais swindle is at the bottom of all auch demoralizing business excitements. Rural, Dec. 28.—Christmas, at Rural, passed off quietly and quite pleasantly. A number o f Johu Hayes' children, grand-childreu and neighbors, and several miners assembled at bis house on Christ mas day and partook of bd excel, lent dinner prepared by Mrs. Hayes and daughter. A. 8. Bialley recently returned from Roseburg, bringing his wife with him; they brought their household and kitchen furniture with them and moved up to the Humphrey, Bralley & Co. mining claim, where they will reside for the present. Messrs. John P. and Jacob M. Hayes and Lee Waguer came out from their mining claim on John son craek in order to enjoy them selves among relatives and friends daring the Christmas holidays. Thu recent heavy rains caused the land to slide and cover up tbeir diggings that were sluiced off, together with most of tbeir boxes aod mining tools. This will cause them to have to do a great deal of extra work in order to get the gold which they were almost ready to ick np when the slide occurred, obert Morris and C. Wignnt also came out the same day. They had tbeir diggings blockaded by a slide also. It is hard on the boys to have to do su much extra work, hut they feel sure they will find reasonable pay when they get this surplus dirt removed, so they can labor in better spirits than they could if they did not have this assurance. I hope the boys will each succeed in findiug his hat fall o f the precious metal. J. D. H njes recently put the Rural flooring mill in order and the farmers are engaged in obtain ing tbeir winter'a supply of floor. Owing to the difficulty of croesing the river we have closed our Sun day-school till spring. t Ru R al . •-------------- f i ------------- O rillM d iirr Nw.
