Talk as we may, the legislator
once in office is tpday largely the
master of the people instead of
their servant He can refuse to
introduce measures demanded by
the people. He can vote against
popular reforms or smother them in
committee. He can help to enact
laws opposed to the wishes of his
constituents and there is no one to
call him to account. If he chooses
he can be a veritable little czar
while his term of office lasts, and
the only remedy of those who
elected him is to send next time a
man whom they hope will do better
by them. Even then the people are
not sure that their “ representative”
will carry out their wishes.
Under direct logislatior, or Initia­
tive and Referendum, such irre­
sponsible power on the part of a
representative would be impossible.
The representative must then intro­
duce measures lawfully demanded
by the people. He must submit for
popular ratification, when so de­
manded, bills passed by the legis­
lature, nnd such bills will not become
laws until a majority of the people
have agreed to them. Direct legis­
lation would thus kill nt n blow the
power of corporations or saloon
lobbies to defeat popular measures
in a legislative body or to pass laws
opposed by the majority.
Is it any wonder that the profes­
sional politician fights shy of direct
legislation?
In the Direct Legislation Record
for September, Miss Florence Fair-
view tells bow the machine politi­
cians of the last New York Repub­
lican legislature prevented a direct
legislation constitutional amend­
ment from coming to a vote in that
body.
The means by which Senator
O’Connor and Speaker Fisk defeated
tho will of 500,000 people who
asked for a vote on direct legisla­
tion in this state, are being used in
every state legislature and in every
congress to defeat measures. It is
time the people demanded a voice
in the management of their own
affairs. Direct legislation will give
it to them.—N. Y. Voice.

a philosopher to tell what either
the Republican or Democratic par-
ties are, or what is the great differ,
ence between them. The Repub­
licans claim to be in favor of pro­
tection and have set their standard.
The Democrats have set their
standard in favor of revenue only,
and it is about 6 per cent different
from the Republican standard.
While the tariff embraces about 2
per cent o f our business transac­
tions of the United States, there­
fore the two old parties have kept
os nn issue before the people a 6
per cent difference in 3 per cent of
our actual business. That appears
to be a sufficient matter for a right
tborougbred party man to revolve
around in to the full extent of bis
capacity. But there are a great
many who Imve. fallen out of the
little tariff nest, nnd landed iuto
the financial pot; aDd such a mess
is being kicked up that it is next
to impossible to tell what from
which, or which from ’totLer.
What they are kicking up, Bnd
quarreling about has no reference
in the least to what has been
accomplished in the past, or what
is likely to be accomplished in the
future; iu fact that is the great
secret o f political achievement, to
keep the fool people wraugliDg
over one thing while they are doing
something else eutirely.
While the Republicans have
clamored for free silver for a num­
ber of years, results prove beyond
question there is no hope at all
of ever getting free coinage through
their help; aud if anyone can
point out any marked difference in
the Democracy in that respect from
the Republicans, be would surely
bring something eutirely new to
light.
The true principles of the Peo­
ple’s party, the old party politician
hates as had h s thedovil Imtes holy
water. He finds it impossible to
answer them, and lie is fully aware
o f the fact when they are once
seen and fairly comprehended by
nny honest, candid person he is
sure to embrace them, so the great
tactic is to keep them away from
him, which fully explains the pro­
found silence of the old party
papprs in regard to all the Popu­
listic -movement«. ’ V'hep forced

weapon of defense they have, and
they relapse back iuto silence just
as soou ns they possibly can.
Keeping the people well crammed
with cheap, trusliy literature is
something o f a stroke o f policy.

to keep the people from thinking.
It uses up their brain forces aud
leaves them wilh less power to put
into a thought of their own condi­
tion, nnd while full of the contem­
plation o f the atrocity o f thecrime,
they can be herded into the old
political corral with little resist­
ance.
Clear
cut, independent
thinking is the worst enemy the
old party leaders have, and they
would extermincte it as a farmer
would a bnd weed, if they could,
nnd it will be a good thing to keep
an eye on the cougress that is to
convene in December, to see if
they don’t introduce something
that will attempt to accomplish
that end. It may seem like a seri­
ous charge; but it is time for
evory free boru American citizen
to beware.

Honorably discharged soldiers nnd snilorR who Herved ninety dnyR, or over, in the late
war are entitled, if now partially or wholly disabled fo r ordinary manual labor, whether
disabilitv was caused bv service or not, and regardless o f their pecuniary circumstances,
WIDOWS of such soldiers and sailors are entitled (if not remarried) whether soldiers
death was due to army service or not. tf now dependent, upon their own labor for sup­
port. Widows not dependent upon their own labor are entitled if the soldier s death
was due to service.

CHILDREN are entitled (if under lfi years) in almost all cases where there was no
widow, or she has since died or remarried.
PARENTS Hre entitled if soldier left neither widow nor child, provided soldier died m
service, or from effects of service, and they nre now dependent upon their own labor for
support. It makes no difference whether soldier served or died in late wni or in regular
arm vornnvy.

other laws, without losing any right*.

Thousands o f soldiers drawing from $2 to $10 per month under the old law are entitled
to higher rates under new law, not only °n account of disabilities for which now pen­
sioned, bnt, also for others, whether dne to Rervire or not.
Soldiers and sailors disabled in lino of duty in regular army or navy since the war are
also entitled, whether discharged for disabilitv or n*»t.

Florida Indian wars of 1832 to 1842. nre entitled under a recent act.
