We take this opportunity of informing our subscribers that the new Commissioner of Pensions has been appointed, lie is an old soldier, and we believe that soldiers and their heirs will reoeive justice at his hands. We do not anticipate that there will be any radical changes in tho administration of pension affairs under the new regime. We would advise, however, that U. Such legislation is seldom retroactive. Therefore it is of great im portance that applications be filed in the department at the earliest possible date. If U.
