Mr. Watson gave up congress to become the Republican candidate for governor of Indiana in 1908, but was defeated at the polls. Congressman Dwight is a native of Dryden, N. Y., where he lias always resided, and will be tifty-one next May. lie represents the Thirtieth New York district and was elected to the Fifty-seventh congress to till a vacancy. Since then he has been regu larly returned. He is one of the most popular members of his state delega tion and has won fame ns a barino- nlzer. It seems not unlikely that ho will need all of this quality he pos- senses for some time to come. Nabuco a Versatile Genius. Ambassador Nabuco of Brasil is one of the most accomplished diplomats ii Washington. It was said by Director John Barrett of the pan-American bu reau that he could write a treatise on International law in English with his right hand and a French poem wit-h the other which would deceive the critics into thinking it was the work of some renowned [siet. He was brought up in the days of the Brazilian empire in a cultured home full of the most refined asgocia- tlons, and he says that tbe young men of his country of that day spent their time among books, while now the young men of the same age take trips to the United States and England to complete their education along bust ness lines. The ambassador has had the benefit of both systems, and he works at ills desk standing, present ing an unusual appearance from his six feet in height and military car riage. He was an anient supporter of the great emperor and one of the last to be reconciled to his being driven from the throne. Minister to Persia. From a clerkship in the department of Justice twenty years ago to a port folio in tlie diplomatic service is the record of diaries W. Russell, recent ly appointed minister to Persia. In the meantime Mr. Russell had risen by force of ability through the various grades in the department to the post of assistant attorney general. During the first Roosevelt adminis tration Mr. Russell was made a spo clal assistant attorney glierai, in charge of insular affairs, to look after CHARLES W RVBSKLL. matters In our island possessions. Then he was employed to investigate the title to the Panama canal at the time this government was alxuit to acquire that property. In the course of his investigation he went to Paris, and his work was so well done that Attorney General Knox adopted his report after only a few days' examina tion in the French capital on his own account. Subsequently Mr. Russell was engaged in making investigations of various charges against Judges and other federal officials, especially west ern and territorial officers. In all his work he has won the praise of bls superiors. The new minister Is a native of Wheeling. W Vn.. and is fifty-three years old. He was appointed assist ant attorney general four years ago.
