By proper legislation we may. and ought to place in the hands of the Executive the means of enforcing the treaty rights of such aliens in the courts of the Federal Government. While at the Capital City Mr. Micelli suc ceeded in securing the pardon of the two Greeks sent to the peniten tiary for participating in a riot at Glendale a little over three years ago, during which a woman was shot and instantly killed.
