Hamilton, Judge of the Second Judicial District, and the Democratic nominee to succeed him self, was ia Bandon Monday eight in the interest of his candidacy. He in tended stopping over a day, but was called home ou account of sickness io bis family. Mr. Hamilton baa made a good record duriug bis term of office, and with his record bus gained rnauy friends, aud bis reelection seems to be a foregone conclusion. Synopsis of l.ocnl Option l.nw I d order that tba voters may under- Bland the workings of the proposed local option law on which they are to vole, Juno 6, we publish tbe follow ing abridgement of tbe law: If paused, tbis law will not close a saloon in tbe state. It will secure to any community desiring the saloons, freedom to have them; it will make it possible for communities not desiring them, to expel tliem. NVNOI’sls OF TIIK LAW. Suiai'ItM of llarlm cfi«iu. There ure element-, of ilicollblst, o*y in toilHy a rep, rt of tbe sinking of the Japan, se transport Kinehiu Maru i not istuggestive of Slsvisli iiibumau- ity mid barbaii-m, which, iu the pa-t has characterized tbe conduct of I bo RoHkiau when lie is engaged in wag* ing an armed eoiitlict with auother people. So far as one may judge from ibe report of the matter, the irau-port Hua captured by Russian torpedo boaiH. and after th» capture was fully effected, mid tbe noncombatanta re moved from the vessel, tbe latter, with tbe soldiers on board, was sent to tbe bottom. Tbe Rusaiau story is to tbeetfect that the Japanese’ soldiers refused to surrender < r to submit to a transfer from the captured vessel to the ltussiun warships. This story does not adequately explain tbe nec essity f,jr tbe action that Bubseqneutly was taken by tbe Russians. Il is nd luitted that they removed nearly 2(H) men from th” captured ship, which in eluded tbe working crew, a number of officers, ai <1 a few soldiers. It does not appear why they were unable to remove tbe others, or wbeiein tbtre was inability to take the ship in tow, or to treat it as prizes are usually treated. From wbut tbe world now under stands about the temper of the Japa nese soldier, it is not surprising that tlio-e aboard the Kinsbiu Maru were defiant even to the ext- nt of foolliar i- iness. Novel I belt ss there does not appear any w arrant for drowning men like rats because they are brave. Il may be urged that iu naval warfare there have been other instances smacl - ing as strongly of barbaric vengeance as this, but justification is just as far removed. There is nothing in the de liberate murder of helpless men that appeals Io the world at large as enti tled to respect; on tbe contrary, it is to be accorded uotbing but tbe sever est condemnation. It is refreshing even to have a reasonable Blipposition that the sinking of this Japanese transport is censured by tbo Czar. From tbe world’s estimate of the pit vate character of this ruler, bis re ported att tilde is what might be rea- Honal ly expheted. The evident nt tempt to cover th** d,spleasiiie' of the Czar in the* questiotiable atmosptiere of mere rumor, is in line with what one would expect from tbo policy of tlie Muscovite btiremicracy relegram Whenever at least ten per cent of the voters of one precinct, two or more contiguous precincts, or an en tire county shall present a petition to the county clerk for an election to de termine whether tbe sale of intoxica ting liquors shall be forbidden in such territory, tbe clerk shall or er an election iu such territory.
