There was considerable mischief done here on Halloween nigbt, so much eo that some of our citizens re marked “that tbe devil muat have had a birthday,'* Almost any person will enjoy a Halloween trick even though it ia at their own expense; but when it comes 'to destruction of property, it is time to draw the line. There is one class here who have on various occasions upset outhouses, and as they bare shown themselves to be of a very low standard of moral ity, they should be locked after care fully; and tanght'to respect the law, aince they have no respect for tbem- selves. The party who will take ad vantage of such occasions to destroy property, will commit other criminal acts if tbe proper opportunity pre sents itself. There were several outhouses upset, one wagon run off and taken to 'pieces, and some of the parti thrown where the tide could reach them, and a stone was thrown through J. B Marshall's window, which also broke a showcase. Such things as these do not belong to Halloween jokes, and tbe perpetrators should be made to pay for what they have destroyed. 1 There seemed to be a general turn out on this occasion, and a Halloween party in Swift’s Hall proved quite an attraction and fairly auceessfu), while a social call on Mr. and Mrs. H. L. Stancliff. by a number of friends, made up a pleasant evening. Another party, composed of twenty- four women and girls, bitched on to tbe buteber’a delivery wagon, made quite a team, and gave Mr. Anderson considerable trouble in locating his wagon; but perhaps tbe beat joke was played on 8. Spreckles, owner of tbe Marshfield-Myrtle Point Rail road. is seriously considering the mat ter of extending the road to a connec tion with the S. P. R. R. at Roseburg. As thia road haa heretofore often been built on ‘‘hot air” and ou paper, our people will hereafter probably wait to see actual construction work being done before getting in any excitement over the matter. There is probably no accomplish ment in modern industrial progress which so fully characterizes the capa ble energy of the Anglo Saxon as railroad building. Less than eighty years ago the first mile of railroad in the world was laid, aùd today it is sgid to be a safe estimate that the ag gregate railroads of the world now in operation is 600,000 miles, sufficient, assuming that it were possible to bridge the two great oceans, for forty trunk lines around the earth at its equatorial diameter. Thia is a mar vellous statement, but to all practical purposes the truth. The enormous development of hu man intelligence and energy that is represented in this accomplishment is eo entirely the product of Anglo-Sax on genius that it justly stands as a race triumph, not to be matched in all the annals of history. It is impossi ble to calculate the civilizing forces that bave been evolved in this stupen dous modern consummation. It has cumbered the Dark Continent with the civilized lands; it bas peopled the desert with prosperous communities: by its magic great cities are springing into existence, and an empire of mar velous promise is being born in North western Asia, where, tor centuries, civilization bas despaired of even get ting a prospective footbold. Of al) thé wonderful tales of Arabian magic there is none that surprases this of tbe modern world in railroad building. To tbe American tbe pleasing fact in all this w that be can rightfully lay claim to tbe lion's share ot tbe glory. Available statistics as to rail road mileage on the different conti nents are eloquent in proof of this as sertion. Of the total mileage of the world, North America has 227,000 miles, while Europe, Asia and Africa combined have 248,000 miles. Of the 14,000 miles on the last-named conti nent, it must be borne in mind that a good portion has been equipped with American materia) and American ma chinery. America has laid bold on the railroad extension idea with a vigor that was born of her necessity. She bas set tbe pace in types of con struction and equipment. The Amer ican railroad mind grasps all tbe pos sibilities that exist in this field of action, and with a broad intelligence capable of advancing its standard to the highest requirements, it now practically dominates and controls tbe greatest civilizing agent that tbe world haa ever known. — Evening Telegram. In tbe general moral progress of the peasantry, tbe Russian Drink Mo nopoly, which now embraces all Eu ropean Russia, is a very important factor. The monopoly has decreased the number of driuk-gbops by about six-sevenths, but it has failed to de crease consumption, and has led to increased street-drinking, secret dis tilling, secret selling, and other abuses. In its immediate purpose it has hith erto failed. But one of the accompa nying measures is likely to play a very beneficial part in Russian social development- That ia tbe institution of boards of guardians of public so briety. The function of there board« is to create counter attractions to drink; and each board bas a branch and a district representative, so that there are now in Russia about 20,000 persons whose chief duty it is to tight the drink evil. Tbe boards have es tablished all over the country thous ands of tea-houses, cheap dining rooms, temperance inns, ane shelters for workingmen: and they have built or subsidized hundreds of “people's theatres" and lecture balls, jn these halls—and sometimes id tbe open-air —lectures are given npon the evils of driok, upon hygiene, history, litera tare, and domestic economy.
