known resident of Coos County, who
has been living for some time at tbe
Halfway Honee on the Coos Bay Wag­

from the Const Mail:
“The deed was committed about 11

In other words, we appear to have
been brought to a situation where the
entire surplus of tbe treasury is in
theory at a secretary’s disposal, to
lend to such national banks as be
chooses, and, inferentiaiiy, to withhold
from such aa he may choose. No in­
terest is charged, but perfectly safe
collateral is required. Not much dis­
cernment is needed to see that this is
an uDusuaal situation, which should
be considered with cautioD. We have
said that tbe use made by Secretary
Sbaw of tbe asserted powers in tbe
care of the St Louis banks, has argu­
ments in its favor. We do not doubt
that Mr. Shaw would, in bis further
use of tbe same power, do bis best to
serve public interests justly and im­
partially. He may, iu fact, never as
some the same arbitrary power again,
except where tbe money is offered on
equal terms to all national banks.
But tbe power has been assumed and
tbe precedent created; and, in our
judgment, the power is one which no
state is likely to grant deliberately to
its finance ministers, and the prece­
dent one which might, under conceiv­
able oircn instances, be grossly abused.
It is not at all difficult to picture the
use which a crafty politician in tbe
treasury on tbe eve of a campaign,
might take of it If such control over
public funds, habitually exerted, did
nothing else, it would infallibly revive
tbe suspicions and accusations which
surrounded tbe similar use of the
treasury’s surplus moneys, tbrongb
out tbe political struggles of tbe thir­
ties.
The moral is, we should say, tbai
no time ought to be lost iu providing
clearly and unmistakably, by statute,

all national banka alike, tbe public
