L ondon , June 30 — Ths War Office
today received a dispatch from Col
onel Rocbfort, one of the Britiah of
ficers serving with the Abyssinian
force« Somililand, which says tbe
Abyeaiuains, ou May 3o, after s series
of forced marches, struck tbe Mad
Mullah's forces near J eyd. surprising
them at dawn, and killing 10,000
»pearsmen and capturing almost ell
their cattle and sheep and 1000 cam

Colonel Rocbfort» adds that tbe
Abyssinian forces actually closed to
tbe Mullah all tbe watering places
south of the Gerlougnbi-Galadi line,
and be hopes they will soon be io
contact with tbe British force« and
thus be able to co-operate in tbe pur

is crossing a waterless part of tbe
country. The Colonel’s dispatch is

The following tells its own story:
Tbe authorities are practically
unanimous in bolding that when it
appears that the fundamental law,
that ia, the conslitution, has not been
obeyed, in the respect* wherein it
provides that the constitution may be
amended, it is clearly tbe duty of tbe
courts so to declare and to bold
amendment invalid.
It follows that tbe initiative and
referendum amendment was received
and acted npon by the Legislative
Assembly iu 1899, contrary to the ex
press and mandatory provisions of
tbe constitution, and tbe result is that
it must be and is held to be invalid
and no part of tbe present constitu
tion. The charter of tbe City of Port
land, adopted in 1903, is not affected
by tbe initiative and referendum
amendment, and is held to be in full
force from and after its approval by
the Governor.—Extract from decision
rendered today by Circuit Judge
Cleland, Judges George, Sears and
Frazer concurring.

Why will Socialism drive the saloon

It will drive out the saloon because
there will be no profit in the bnsineea.
No oue will keep a saloon if he can
not make money or wealth by it. The
public will handle the drink aa it will
handle every other thing. The same
will apply to patent medicines. The

it will be free to all. The phyaicians
and surgeons will be officials, deriv
ng their incomes from tbe public and
not from tbe patients as now. This
will prevent tbe spreading of diseases,
because it will profit no one, and the
physicians will teach the people
bealtbfulness, at that will make their
