THURSDAY, JULY 3. 1903 EDITORIAL. •To the victors belong the spoils.” la an old eayin g, and a horde of tbe incumbents of Uncle Sam’s postoffice department have been reaching out tall they have not only absorbed tbe 'legitimate “spoils,” but have kept on “«polling” until exposure has staid their habda. Socialism offers a con- ditiofi d / equity where tbe spoils sys- ieth can obtain do footbold. It in corporates tbe Golden Rule. Tbe ‘tfpoils system is tbe reverse; it simply means “do tbe other fellows before they do yon,” and these postmasters have been “doing" the other fellows. And now congressman Loud ba» been beard from. Tbe news ia so Loud that it gives away the probable reason why be wished to, and tried so hard to kill off the conntrv press with his infamous Loud Bill—ostensibly to cut down tbe expense of transport ing the mail but in reality to close them ont so that their influence and contention for equity might be stilled when rogues like Loud and Madden had jdbfl on hand to work the gov ernment. Loud and Madden were great reformers when they wished to muzzle a free press, and so they posed 'before the public, but now they pose fome more, and this time they sre mixed up and involved in tbe postal scaudals which are to be aired. There is a lot of dirty linen being fumigated and it dees not belong to the couutry press either. FOOLS AND THEIR WAYS. C, Y. Lwwe Will bay It Back. Yon assume no risk when you buy Chamberlain’* Colic, Cholera and Diarrhoea Remedy. C. Y. Lowe will refund your money if yon are not satisfied after using it. It is every where admitted to be the most suc cessful remedy in use for bowel c<>m- plaiuts and the only one that never fails. It is pleasant, safe and reliable. The New Boat Dispatch. Perkins Moomaw & Whits launched their new vessel last Thurs day and on Monday tbe tug Triumph lowed her down to Bandon and W. H. Logan lifted the boiler out of tbe old Dispatch and set it into position oo the new boat which we understand will also be named “Dispatch.” Tbe new vessel is a fine model and is 128 feet over all anti 25 feet beam, and when she is equipped for use will draw only about 16 inches of water. She was towed back up to Parkers burg on Tuesday where tbe work of finishing tbe deckhouse and cabin will be prosecuted. She will be ready for service about tbe 1st of August. T he Poattofllee Neandal. Most of tbe officials or ex-officials accused of complicity iu the postoffice frauds “mdiguautly deny" that they are guilty, and lay tbe blame on others. But this is io most instances bluffing. Tbe department, it begins to appear, was “rotten” from Post master-General Smith down. No body accuses him of putting disbou- eat money tn bis individual purse, but be knowingly allowed others to do so. which was just as bad. No one suspects tbe late President McKinley of kuowing personally the details that are now comiog out, or that be would have sanctioned any positive fraud; he was burdened with national cares and left all these department affairs to others; yet be should at least have been acquainted with his brother, Abner, and known that wherever be buzzed there was some thing unsavory; and it is said that ‘•at every turn connected with every new corruption brought to light iu the department at this time is heard tbe name of Abner McKinley." The corruption, springing from near tbe bead, principally probably from the office of First Assistant Postmaster- General, rapidly oozed its slimy way through many departmental channels. But nobody has any doubt that Presi dent Roosevelt will do all that can be done to cleanse the department, though it is unlikely that any of tbe rascals will be properly punished.— Telegram. W. C. T.
