EDITORIAL.
Some yankee described a trust as a
.“small body surrounded by water.“
From another source comes the query,
.“suppose the water should rise?“ No
cause for alarm whatever; the trust
would simply put it out at interest.
The whirligig of events political
sometimes are a travesty on the eter
pal fitness of things. In St. Louis,
JSd. Butler, a millionaire, was sent to
prison for a term of three years for
participating in wholesale bribery
while bis son who is supposed to have
been equally guilty with the father,
has been elected to congress.
The German government has de
clared war upon this country of a
retaliatory nature in the passage of a
tariff provision to offset American
measures injurious to that country.
This is after the style of boys who be
gin by throwing chips at each other
but who end up in a pitched battle
wherein rocks play a prominent part.
The tariff chips will do very well for
a beginning but if somebody gets
hurt, look out! it will be guns, can
nons, gunboats and bombs in the end.
When we consider the punishment
of criminals for minor offenses, taking
into consideration the differences ex
isting between persons of wealth and
persons in the lower walks of life,
there are some surprising facts
brought to view. Suppose a man of
wealth and a common laborer are
each brought before the court and
fined §50 and costs for like offenses.
The laboring man pays his fine and
sets to work by the exercise of bis
muscles to regain the amount lost;
the man of wealth pays his fine and
sets bis money to work and makes
production remunerate him. What
js punishment to one is no punish
ment whatever to the other, and in
the end the burden falls on produc
tion, Another fact in regard tocrime
is that tlie cost of trial and imprison
ment as a rule falls on those who are
not law breakers, thus placing the
burden caused by the unjust upon
the shoulders of the just.
The American Banking Association
have met in assembly at New Orleans
to devise ways and means to make
the banking system more elastic and
pliant. Heretofore it has been elastic
hnd pliant in their hands, but they
still want more rubber put into it.
Along in tho latter part of President
Harrison’s administration, the elastic
ity was taken up, the contracting es
sence thrown in, and by the time
Grover Cleveland came upon the
scene tho boud elasticity or expansion
began. When that, began to look dan
gerous, expansion was done by the
popular loan act, since winch time
various additions have been added,
one of which was expansion to the
full amount of bonds on deposit, and
another was absolution from keeping
on deposit the amount before held
necessary for redemption. This is
pot enough however and the mem
bers of the association want another
“rubber neck” on the institution.
They have already got the system so
Well in band that it inflates for loan
ing purposes, and contracts for taxes
and the ruin of obnoxious institutions,
but this is not enough, they want
nioro. Yes, they want more money
io lend; they want the system more
elastic; they want it to act like a dis
appearing gun; when they can gain
interest, it must come forth and shoot.
When there is like to be expenses at
tached it must disappear. Now that
♦ h«y are getting the full amount of
their bonds to traffic upon, it is just
possible that they may ask a bonus,
or perhaps they wi 1 want two dollars
in currency for each dollar in bonds
held by the goverment as security.
Just wait and see; It is not the wel
fare of the county for which they are
solicitous but it is for their own in
terest. and production will fiave the
bill to pay.

The Jolly.Good Fellow.
Oue hears a great deal about joliy
uood fellows, generous with their
money, who would share their last
dollar with a friend—if they bad a
last dollar. But they never have one.
They are more given to borrowing
than lending. A jolly good fellow is
an expensive acquaintance. Asa rule,
he thinks so little of money that he
forgets tojiay back the trifling sums
that you lend him.
There is a great deal of sickening
sentimentality about jolly good fel
lows, Too often the man who is
called a jolly good fellow in the clubs
is known as a "dead beat” among the
bill collecting gentry, and is an in
grate to his parents and a brute to
bis wife. If you keep your eyes on
the usual jolly good fellow you will
observe that the money which he
spends so freely, when he has it, is
spent mostly for the gratification of
i.is own appetites. In a barroom or
a brothel he is as generous as a prince
is said io be. His associates and par
»sites applaud him and call him a
jolly good fellow, a true friend, who
drives dull care away in tho tradition
al manner of gay’ young blades.
But foliowhim home and you will
see the darker side of I be jolly good
fellow’s character. If you do not find
a mother worried and distressed you
will find a wife broken-hearted apd
neglected. You will find children
down at heels and out at elbows. You
will see tbe man himself, as he really
is, selfish, tyranical, cruel. He has
money or credit with which to treat a
crowd of strangers, but be has no
monoy for his family, who have a pre
ferred claim on him. He pays for
his whiskey, blit not for his meat or
bis groceries, and ho cares not whether
he drives his butcher and his grocer
into insolvency, so long as the bar
keepers keep their places open.
Tbe man who is a little ‘close,’ or
'near,' or ‘tight-fisted,’ and who spends
his mouey on bis family and home,
and is careful of his dollars, and
neither lends lot borrows, and pays
all bis creditors, and saves something
for his old age, and leaves his wife
and children independent, may be
unutterably bourgeois in these re
specie and may bo despised by all
joliy good fellows, but. be is not with
out bis redeeming qualities.— San
