Some yankee described a trust as a .“small body surrounded by water.“ From another source comes the query, .“suppose the water should rise?“ No cause for alarm whatever; the trust would simply put it out at interest. Butler, a millionaire, was sent to prison for a term of three years for participating in wholesale bribery while bis son who is supposed to have been equally guilty with the father, has been elected to congress. The German government has de­ clared war upon this country of a retaliatory nature in the passage of a tariff provision to offset American measures injurious to that country. This is after the style of boys who be­ gin by throwing chips at each other but who end up in a pitched battle wherein rocks play a prominent part. The tariff chips will do very well for a beginning but if somebody gets hurt, look out! it will be guns, can­ nons, gunboats and bombs in the end. When we consider the punishment of criminals for minor offenses, taking into consideration the differences ex­ isting between persons of wealth and persons in the lower walks of life, there are some surprising facts brought to view. Suppose a man of wealth and a common laborer are each brought before the court and fined §50 and costs for like offenses. The laboring man pays his fine and sets to work by the exercise of bis muscles to regain the amount lost; the man of wealth pays his fine and sets bis money to work and makes production remunerate him. What js punishment to one is no punish­ ment whatever to the other, and in the end the burden falls on produc­ tion, Another fact in regard tocrime is that tlie cost of trial and imprison­ ment as a rule falls on those who are not law breakers, thus placing the burden caused by the unjust upon the shoulders of the just. The American Banking Association have met in assembly at New Orleans to devise ways and means to make the banking system more elastic and pliant. Heretofore it has been elastic hnd pliant in their hands, but they still want more rubber put into it. Along in tho latter part of President Harrison’s administration, the elastic ity was taken up, the contracting es­ sence thrown in, and by the time Grover Cleveland came upon the scene tho boud elasticity or expansion began. When that, began to look dan­ gerous, expansion was done by the popular loan act, since winch time various additions have been added, one of which was expansion to the full amount of bonds on deposit, and another was absolution from keeping on deposit the amount before held necessary for redemption. This is pot enough however and the mem­ bers of the association want another “rubber neck” on the institution.
