16 DECEMBER 15, 2023 SMOKE SIGNALS NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Confederated Tribes of Grand Ronde 9615 Grand Ronde Road Grand Ronde, OR 97347 503-879-2404 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Confederated Tribes of the Grand Ronde Community of Oregon (CTGR). REQUEST FOR RELEASE OF FUNDS On or about Jan. 1, 2024, the CTGR will submit a request to HUD for the release of U.S. Department of Housing and Urban Development Indian Community Development Block Grant (ICDBG 21GC4105300) funds under Title I of the Native American Housing Assistance and Self-Determination Act of 1996, to undertake a project known as Child Care Center Project, for the purpose of construct- ing a new 26,000-square-foot, one-story educational building, on an openandlargelynatvacantlot.Thenewbuilding,comprisedof12 classrooms, outdoor play areas, community room, large commercial kitchen,16administrativeoïces,breakroom,restroomsandother support areas, entry and circulation space. The work will also include excavation, site grading and site utility connections to existing utility lines in the street. Other site improvements include a new 40-space parking lot, asphalt paved parking lot with approach drives, as well as associatedconcretecurbs,sidewalksandstormdrainage.Landscap- ing of the area around the new building, parking lot and street-side medians and adjoining areas is also included. Location(Address):9615GrandRondeRoad,GrandRonde,OR 97347 Estimated Total Cost: $16,300,000 Grant Amount: $750,000 FINDING OF NO SIGNIFICANT IMPACT TheCTGRhasdeterminedthattheprojectwillhavenosigniocant impact on the human environment. Therefore, an Environmental Im- pact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained intheEnvironmentalAssessment(EA)onoleatthePublicWorks Department, 9615 Grand Ronde Road, OR, 97347 and may be examined or copied weekdays from 8 a.m. to 5 p.m. PUBLIC COMMENTS Any interested agencies, groups or persons disagreeing with the decisions are invited to submit email comments to the Confederated Tribes of Grand Ronde, Ryan.Webb@grandronde.org. All com- ments received by Dec. 31, 2023, will be considered by the Confed- erated Tribes of Grand Ronde prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing. ENVIRONMENTAL CERTIFICATION TheCTGRcertioestoHUDthatCheryleA.Kennedyinhercapacity as Tribal Council Chairwoman consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these respon- sibilitieshavebeensatisoed.HUD9sacceptanceofthecertiocation satisoesitsresponsibilitiesunderNEPAandallowstheCTGRtouse program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the Confed- eratedTribesofGrandRondeCommunityofOregoncertiocationfor aperiodofofteendaysfollowingtheanticipatedsubmissiondateor its actual receipt of the request (whichever is later) only if they are ononeofthefollowingbases:(a)thecertiocationwasnotexecuted bytheCertifyingOïceroftheConfederatedTribesofGrandRonde Community of Oregon; (b) the Confederated Tribes of Grand Ronde Community of Oregon has omitted a step or failed to make a deci- sionorondingrequiredbyHUDregulationsat24CFRpart58;(c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another federal agency acting pursuant to 40 CFR Part1504hassubmittedawrittenondingthattheprojectisunsat- isfactory from the standpoint of environmental quality.
