14 S moke S ignals MARCH 15, 2016 ELDERS’ RETIREMENT PROGRAM AND SUPPLEMENTAL SECURITY INCOME PROGRAM ORDINANCE OPEN FOR COMMENT The Tribal Council, in consultation with the Tribal Attorney’s Of- fice, has proposed amendments to the Elders’ Retirement Program and Supplemental Security Income Program Ordinance. The pro- posed amendments were given a first reading at the February 17, 2016, Tribal Council meeting. The proposed amendments change the payment dates from the 10th day of each month to the 1st day of each month. The Tribal Council invites comment on the proposed amendments to the Elders’ Retirement Program and Supplemental Security In- come Program Ordinance. HOTEL OCCUPANCY TAX ORDINANCE OPEN FOR COMMENT The Tribal Council, in consultation with the Tribal Attorney’s Office, has proposed amendments to the Hotel Occupancy Tax Or- dinance. The proposed amendments were given a first reading at the February 3, 2016, Tribal Council meeting. The proposed amendments include increasing the tax imposed on use and occupancy of rooms from 8% to 10% and may include other technical and formatting amendments. GRAND RONDE ROYALTY COURT Participating in Royalty is an excellent opportunity for Tribal youth to learn our traditions, powwow protocol, and public speaking. Participants represent the Tribe by attending various community events and powwows where we also work with the Veterans Special Event Board (Veterans SEB) Royalty participants. Serving on Royalty requires a considerable commitment from the participant and their parents and/or sponsor. Royalty participants (including parent or sponsor) must attend all required events and activities: organizational meetings, powwows, parades, fundrais- ers, and more. We encourage all Tribal youth ages 4 – 18 to join. Participants must be within the following age categories by Aug.1, 2016: Tiny Tot (Honorary): 4 – 6 years of age Little Miss Grand Ronde: 7 – 10 years of age Junior Miss Grand Ronde: 11 – 13 years of age Senior Miss Grand Ronde: 14 – 18 years of age General Requirements: 1. Enrolled Grand Ronde Tribal member 2. Must be drug, alcohol and tobacco free 3. Attend school regularly and be in good standing 4. Must be single with no dependents 5. Sign and comply with Royalty Guidelines and Agreement PROPOSED MARRIAGE ORDINANCE OPEN FOR COMMENT The Tribal Council has proposed amendments to the Marriage Or- dinance. The first reading of the proposed Marriage Ordinance was presented at the March 9, 2016, Tribal Council meeting. The proposed amendments to the Marriage Ordinance would require that marriage ceremonies occur on the Tribe’s reservation, and allow the Court to file marriage licenses and certificates with an appropriate County Recorder or with the State of Oregon’s vital statistics office (rather than the County of residence of the spouses). Sheriff’s Advisory Team seeking participants Polk County Sheriff Mark Garton has formed a nine-member Sheriff’s Advisory Team, which will review current issues relating to law enforce- ment, quality-of-life issues and Sheriff’s programs. Five members, including Tribal Council member Denise Harvey, have already been selected. The four remaining positions will be appointed after a selection process occurs by those already on the team. Citizens who are interested can turn in an application to the team, which will review them and then make a recommendation to Garton. Team members will be required to attend monthly/quarterly meetings and represent their community’s concerns and provide insight and guid- ance to the Sheriff’s Office. New members will serve two-year terms and receive a minimum of 10 hours of training during the first six months of their appointment, as well as receive ongoing training. Members also must undergo a background check because they may deal with sensitive law enforcement information during their term.
