Also included in the Feb. 3 Tribal Council packet was an authori- zation to proceed that nominates Tribal Council Chairman Reyn Leno for the Oregon Department of Veterans Affairs Advisory Com- mittee, which meets quarterly throughout the state. Leno is a Vietnam War-era Marine Corps veteran. Tribal Council member Jon A. George joined Culture Department employees Bobby Mercier, Travis Stewart and Jordan Mercier and Public Affairs Administrative As- sistant Chelsea Clark in perform- ing the cultural drumming and singing to open the meeting. Esther Marie James Sept. 3, 1948 – Jan. 27, 2016 Tribal Elder Esther “Essie” Marie James, 67, walked on on the evening of Jan. 27, 2016, as a result of lung cancer. She walked on in the comfort of her home surrounded by beloved family members. She was born in Los Angeles, Calif., on Sept. 3, 1948. She grew up in Glide, Ore., and attended Glide High School. She was raised by her grandmother Esther Jones-LaBonte. She has brothers and sisters throughout Oregon. At the age of 18, Esther met and fell in love with Michael Jackson James. They were married in San Antonio, Texas, on Nov. 23, 1966. They had two beautiful children, Michael and Angela. Esther is remembered as a very vibrant and loving person. She valued family above all and was a very devoted grandmother. She was preceded in death by her husband, Michael Jackson James, and her daughter, Angela Bassett. She is survived by her son, Michael; grandchildren, Tyler, Kessley, Jake and Devin; brothers, Anthony and Joe; and a number of other siblings. David L. McDougall Sept. 3, 1940 – Jan. 10, 2016 Tribal companion David L. McDou- gall, 75, passed away from cancer on Jan. 10, 2016, in a hospital in Portland, Ore. He was born Sept. 3, 1940, in Tonas- ket, Wash., to James and Ruth (Cana- day) McDougall. He is survived by his companion of 20 years, Tribal member Dorothy Shortt, and her daughter, Mary Anne, of McMinnville, Ore.; brother, Roy McDougall (Beulah) of Oroville, Wash.; sister, Joan Varley of Gresham, Ore.; and three nephews and three nieces. He was preceded in death by his parents and two brothers, Daniel and Jack. Eternal rest is in Oroville Riverview Cemetery. 9
