Applicants must have a permanent residence in Polk County or be a current employee or family member of a current employee at West Valley Hospital, and must have applied to a college in their field of study before applying for this scholarship. Call 503-831-3456 for more infor- mation. n Grand Ronde Royalty Royalty participants and their parent or sponsor must attend all required events (powwows, parades, fundraisers, organizational meetings and others). Absences can be prearranged with the Royalty Coordinator. Three unexcused absences will result in disqualifica- tion from Royalty. Royalty participants are expected to stay for the duration of the events. This includes helping set up for events, such as meetings and parades, as well as dancing during Grand Entry, InterTribals and staying until the flags are retired unless pre-ap- proved with the Royalty Coordinator. Participants are expected to speak in front of large groups of people. Royalty participants must be willing and able to dance. Remember: You are all part of a team and are expected to treat yourselves, running mates and others with respect at all times. GRAND RONDE ROYALTY COURT Participating in Royalty Court is an excellent opportunity for Tribal girls and young women to learn our traditions and powwow protocol. Participants represent the Tribe by attending powwows and various community events. We encourage all young woman ages 5-18 to join. Participants must provide their regalia. Serving on Royalty Court requires a considerable commitment from the participant and her sponsor; travel, fundraisers, classes and meetings are required for all competing participants. For the two amendments to pass, 30 percent of those registered – 327 – must cast a ballot and two-thirds of those who vote must approve the measures. The first proposed amendment would remove the BIA’s role regard- ing Tribal constitutional elections. Currently, the Tribe is required to hold a federal election, Tribal mem- bers must specially register for such elections and even if approved by Tribal members, amendments to the Tribal Constitution need BIA ap- proval before they become effective. The second proposed amendment would institute a limit of three consecutive terms on future Tribal Council service. After three consec- utive terms – nine years – a Tribal Council member would have to take a year off before being eligible to run again. The term limits, if approved, would not be retroactive and would not affect current Tribal Council members who have already served three or more terms. In a September 2010 non-bind- ing survey, Tribal members over- whelmingly endorsed the concept of term limits, with 701 saying they liked the idea and 229 saying they didn’t, for a 75.5 percent approval. Almost 61 percent of those respond- ing to the survey said they favored two terms as the limit for Tribal Council service while a combined 93 percent favored a maximum of three terms or less as the limit. In the last BIA constitutional election held in June 2012 re- garding the creation of a primary process in Tribal elections, 1,108 Tribal members registered to vote for a 28.6 percent registration turn- out of eligible Tribal voters. Of the 1,108 who registered, 630, or 56.8 percent, eventually voted. Tribal voters endorsed the prima- ry election idea 408-222, but it fell 2 percentage points shy of the two- thirds approval required to amend the Tribal Constitution. An educational session regarding the March 14 Tribal Constitution election will be held during the Sunday, March 1, General Council meeting held in the Tribal Commu- nity Center. The educational session will fol- low the scheduled economic devel- opment presentation.
