Voucher Program
For all income criteria programs, wage verifi cation for past 60 days
(wage stubs) will need to be submitted. If client has not worked for a
period of time, client will need to submit a printout from their State
Employment Offi ce or printout from Oregon Self-Suffi ciency Offi ce
as verifi cation of income. Rental/deposit or utility assistance may
be utilized only one time in a 24-month rolling calendar period and
is not to exceed the maximum contribution of $1,000 per household
within any 24-month rolling calendar period.
Medical Gas Vouchers
Social Services will not provide gas vouchers for medical ap-
pointments, counseling or drug and alcohol treatment. The only
exception is for scheduled treatment plans (i.e.: radiation, chemo-
therapy, surgery, etc.) that have caused hardship on the family.
Medical gas vouchers can be distributed to meet the need of the
circumstances.
A copy of all scheduled treatment plans must be received before
client is eligible to receive this service. Assistance will end on the
date of the last treatment appointment.

election held in June 2012 regard-
ing possible primaries in Tribal
elections, 1,108 Tribal members
registered to vote for a 28.6 per-
cent registration turnout of eligible
Tribal voters.
Of the 1,108 who registered, 630,
or 56.8 percent, voted.
Tribal voters endorsed the pri-
mary election idea 408-222, but it
fell 2 percentage points shy of the
two-thirds approval required to
amend the Tribal Constitution.
Offi cial BIA ballots will be mailed
out to registered Tribal voters on
Thursday, May 22. Ballots must be
returned to the BIA’s Siletz Agency
offi ce no later than noon Friday,
June 6, to count.

The Confederated Tribes
of Grand Ronde
Food Bank Construction Project
The Confederated Tribes of Grand Ronde hereby extends an invi-
tation to general contractors to bid on the Grand Ronde Food Bank,
Grand Ronde, Oregon.
PROJECT DESCRIPTION The Grand Ronde Food Bank project
located in Grand Ronde, Ore., includes the construction of a 3,300-
square-foot food distribution center located at 9675 Grand Ronde
Road in Grand Ronde, Ore.
Construction proposed by CTGR will include:
● Construction of a warehouse/distribution area, including a walk-in
cooler and freezer, training room/kitchen, waiting and reception area,
offi ce space, a clothes distribution area, and restroom facilities that
will be compliant with the Americans with Disabilities Act (ADA);
● Construction of a new paved vehicle parking area;
● Construction of drought-resistant landscaping, a children’s play
area and garden;
● Utility improvements including the installation of a storm water
catchment system and sanitary sewer and water service connec-
tions.
All associated information required to complete the buildings are
describe in the Drawings and Project Manual.
BID SUBMITTAL Sealed bids for the construction of the Grand
Ronde Food Bank project must be received by Jesse White, Engineer-
ing & Public Works manager, Confederated Tribes of Grand Ronde,
9615 Grand Ronde Road, Grand Ronde, OR 97347, by or before 2
p.m. local time, Friday, June 6, 2014.
Bids (including all required documentation) shall be submitted in
a sealed envelope with bidder’s identifi cation plainly marked on the
outside including name, project name, bid date and time. Bids shall
be submitted on the form provided within Section 00 41 00 of the
Project Manual. Bids submitted via fax or by other electronic means
shall be rejected as nonresponsive.
Bid proposals shall be publicly opened and read aloud immediately
following the bid time.
TRIBAL EMPLOYMENT RIGHTS ORDINANCE (TERO) AP-
PLICABILITY The Tribe has adopted a TERO Ordinance which ap-
plies to this project. A copy of the ordinance is available on the Tribe’s
website at the following link: http://www.grandronde.org/archives/ or
will be provided by the Tribe’s TERO offi ce by calling 503-879-2251.
The selected contractor will be a Covered Employer and subject to
TERO requirements. (See TERO Notice included in Section 00 75 00).
As part of these requirements, Contractor will be subject to a Compli-
ance Plan setting forth preferences in employment and contracting,
as well as an apprenticeship program requirement. The contract will
be subject to a 2.5% TERO fee.
The selected contractor must attend the next contractor certifi cation
training offered by the TERO Offi ce which is expected to occur in July.
INDIAN PREFERENCE Any proposals submitted by an Indian
Owned Business (IOB) within fi ve percent (5%) of the highest scoring
proposal will be awarded preference in accordance with the TERO
Ordinance. All IOBs must be certifi ed by the CTGR TERO Offi ce prior
to submitting their bid.
BIDDING DOCUMENTS Bid documents, including contract
terms, conditions and specifi cations, will be available for review and
purchase beginning May 16, 2014. The Plan holders List will be man-
aged by the Project Architect, Chris Walker, CIDA INC. – Architects
& Engineers, 15895 S.W. 72ND AVE, Suite 200, Portland, OR 97224;
Ph: 503-226-1285, Fax: 503-226-1670, E-mail: chrisw@cidainc.com. All
bidders wishing to be notifi ed of addenda shall register their name,
mailing address and fax number with Mr. Walker or the selected Plan
Center listed below. Plans will be available for viewing and purchase
at the following plan center:

Questions or requests for clarifi cation shall be directed in writing
to the Project Architect, Chris Walker, via email at: chrisw@cidainc.
com, or by regular mail at: CIDA INC. – Architects & Engineers,
15895 S.W. 72ND AVE, Suite 200, Portland, OR 97224. All written
questions must be received by the Architect by 2 p.m, prevailing lo-
cal time, Friday, May 30, 2014, seven (7) calendar days prior to the
Bid Due date. The Architect will determine appropriate responses, if
any, and if necessary an Addendum will be issued to all plan holders
of record at least three (3) calendar days prior to the Bid Due date.
Any verbal response(s) obtained from any source by bidders will be
considered informational and shall not be relied upon by bidders.
PRE-BID MEETING A mandatory pre-bid meeting will be held
at the Tribal Campus, 9615 Grand Ronde Road, Grand Ronde, Ore.,
on Thursday, May 27, 2014, at 2 p.m., to view the existing building
and construction area, discuss the scope of work and discuss Tribal
funding agency requirements.
