Smoke Signals 3 MARCH 1,2013 Veterans Powwow holding flier contest Organizers of the 2013 Marce Norwest Veterans Powwow are hold ing a flier contest for youth in kindergarten through 12th grades. Entrants must be Grand Ronde Tribal members or descendants. Entries must be a piece of art signifying "Warriors of Past and Present." Colors need to be red, white and blue. Each applicant can submit one piece of art no larger than 11 inches by 17 inches, but preferably 8.5 inches by 11 inches. Contestants need to put their name, parents' name, phone number, age, grade and school on the back of the entry. Entries should be submitted to the Governance Center front desk in the Veterans Powwow Flier Contest folder. Deadline for entries is Sunday, March 10. Prizes will be awarded for the top three submissions. First-place winner will have their design used on the 2013 Marce Norwest Veterans Powwow flier. TribaD Council DuoDds first treading on TERO By Dean Rhodes Smoke Signals editor Tribal Council held a first reading on the proposed Tribal Employ ment Rights Ordinance at its Feb. 13 meeting. The ordinance's purposes include providing Tribal laws and rules gov erning preference in employment and contracting within the Tribe's jurisdiction; increasing employment of Grand Ronde Tribal members and other Indians; and providing a fair, enforceable and effective system of priorities in contracting or subcon tracting where a significant part of the work will be performed on or near the Tribe's Reservation. Copies of the 17-page ordinance were available at the meeting. In addition, Tribal Council held a first reading on amendments to the Tribal Council Ordinance that would, among other things, issue General Services Administration cards to Tribal Council members for travel expenses and require Tribal Council to meet and discuss any allegations that a Tribal Council member was under the influence of drugs or alcohol while traveling on or conducting Tribal business. Tribal Council also approved an amendment to the Tribal Council Operating Procedures that would create a consent agenda for items approved unanimously in the Legis lative Action Committee process. In other action, Tribal Council: Reappointed Regan Dugger and Linda Hale to the Grand Ronde Tribal Housing Authority Board of Directors for three-year terms that end in March 2016; Gave approval for Lands Man agement to pursue purchase of the Risseeuw 2 property near the Grand Ronde Fire Station off McPherson Road; Approved a one-year agreement to allow Full Gospel Lighthouse Recovery Group to use the former Grand Ronde Middle School for its services; Declared Friday, March 15, as the next per capita payment date; And approved three infant enroll ATTENTION TRIBAL MEMBERS COMMITTEE AND SPECIAL EVENT BOARD VACANCIES The following Committees and Special Event Boards have vacant positions. B Meal planning class set for March 7 Tribal Food Services Coordinator Kristy DeLoe will teach a free Meal Planning Class from noon to 1:30 p.m. Thursday, March 7, in Room 126 of the Adult Education Building. The class is limited to the first 12 participants who sign up on a first-come, first-served basis. It is open to Tribal and community members.
