General Council briefed on Tribal investments By Dean Rhodes Smoke Signals editor General Council attendees re ceived a 63-minute briefing on the Tribal investment portfolio in executive session during the Feb. 3 meeting held at the Tribal Com munity Center. Four representatives from the Tribe's new investment consulting firm, Robert W. Baird & Co. of Mil waukee, Wis., and Tribal Finance Officer Julio Martinez gave the overview. Since the meeting was held in executive session, Smoke Signals cannot report on the details dis cussed. However, a 19-page handout was distributed to Tribal members that summarized the presentation and gave detailed information on the 201 3 Tribal Marketplace dates I March 1-2, 10 a.m. to 6 p.m.; March 3, 10 a.m. to 5 p.m. I April 5-6, 10 a.m. to 6 p.m.; April 7, 10 a.m. to 5 p.m. I May 3-4, 10 a.m. to 6 p.m.; May 5, 10 a.m. to 5 p.m. I June 7-8, 10 a.m. to 6 p.m.; June 9, 10 a.m. to 5 p.m. I July 12-13, 10 a.m. to 6 p.m.; July 14, 10 a.m. to 5 p.m. July 19-20, 10 a.m. to 6 p.m. (Elder Honor Day) Dates subject to change due to conflicting Tribal or SMC events. Baird representatives in atten dance included Senior Vice Presi dent Joseph Hoon and Managing Director John Fitzgibbons from the firm's San Francisco-area of fice and Senior Vice President of Institutional Consulting Patrick Cronin and Associate Director of Research Aaron Reynolds from the Milwaukee office. They discussed Baird's history, gave an overview of the stock mar ket and U.SVworld economy's per formance in 2012 and discussed Baird's outlook for this year's finan cial markets. Martinez then gave an overview of Tribal investments and endow ment funds. During the executive session, Tribal Council members and Gen eral Council attendees asked ques tions or commented eight times. After coming out of executive ses sion, it was announced that the next General Council meeting will be held at 11 a.m. Sunday, March 3, at the Monarch Hotel & Convention Cen ter, 12566 S.E. 93rd Ave., Clacka mas, which is off Interstate 205. Erica Mercier, Richard Ray and Regina Wheeler won the $50 door prizes and Patsy Kellogg won the $100 door prize. Kevin Simmons, Steve and Sharon Freund, Brenda Tuomi, Evelyn Seidel and Kath ryn Harrison won donated jewelry created by Tribal Council member Jon A. George, including San Fran cisco 49er's and Baltimore Ravens necklaces made in honor of it being Super Bowl Sunday. D Tribal Council holds first reading on Burial Fund Ordinance amendments By Dean Rhodes Smoke Signals editor Tribal Council held a first read ing on proposed amendments to the Burial Fund Ordinance that would, among other things, in crease both the burial and recep tion benefits during the Jan. 30 Tribal Council meeting. The amendments would clarify the ordinance to say that pre-paid funeral expenses paid before death are not eligible; define a child as someone 25 or younger and that they must be natural, adoptive or stepchildren; require a death certificate and invoice from the funeral provider before the benefit is paid; and increase the burial benefit from $3,500 to $5,500 and the reception benefit from $150 to $300. The burial benefit was once $5,000 and was reduced to $3,500, said Member Services Manager Penny Deloe. Once the proposed amendments are printed in Smoke Signals, Tribal members will have 30 days to comment on them. In other action, Tribal Council: Appointed Steve Bobb Sr. as the Tribe's delegate to the National Indian Gaming Association; Approved applying to the Or egon Department of Transpor tation for pass-through federal funds totaling $107,615 with a cost sharing of $12,318; Passed several resolutions to re move Assistant General Manager Chris Leno and appoint General Manager Mark Johnston to sign on Tribal accounts; And approved a resolution ap proving Tribal membership for two infants and denied one reso lution for an infant enrollment. It also was announced by Deloe that an enrollment audit will start soon now that Tribal Council has signed an authorization to proceed. "This is a really big project," said General Manager Mark Johnston, "and an important project. The key to this is doing it right. Not only doing it right, we want to make sure we do it timely and so we want to make sure that people understand. . . . Just know that we are doing it as fast as we possibly can and ensuring that it is abso lutely accurate because it's very critical."
