Smoke Signals 13 FEBRUARY 15, 2013 Grand Romde Royalty Royalty participants and their parent or sponsor must attend all re quired events (powwows, parades, fundraisers, organizational meetings and others). Absences can be prearranged with the Royalty Coordinator. Three unexcused absences will result in disqualification from Royalty. Royalty participants are expected to stay for the duration of the events. This includes helping set up for events, such as meetings and parades, as well as dancing during Grand Entry, InterTribals and staying until the flags are retired unless pre-approved with the Royalty Coordinator. Participants are expected to speak in front of large groups of people. Royalty participants must be willing and able to dance. Remember: You are all part of a team and are expected to treat yourselves, running mates and others with respect at all times. USEE) Participating in Royalty Court is an excellent opportunity for Tribal girls and young women to learn our traditions and powwow protocol. Participants rep resent the Tribe by attending powwows and various community events. We encourage all young woman ages 5-18 to join. Participants must provide their regalia. Serving on Royalty Court requires a considerable commitment from the participant and her sponsor; travel, fundraisers, classes and meetings are required for all competing participants. FOR MORE INFORMATION CONTACT YOUTH EDUCATION AT 503-879-21 01 PROPOSED AMENDMENTS TO THE TRIBAL ETHICAL STANDARDS ORDINANCE OPEN FOR COMMENT The Tribal Council, in consultation with the Tribal Attorney's Office, has proposed several amendments to the Tribal Ethical Standards Ordinance. The proposed amendments were given a first reading at the Jan. 16, 2013, Tribal Council meeting. The purpose of the amendments is to make technical corrections to various provisions of the Ordinance and to make necessary substan tive changes to the Ordinance to set forth a new process for filing and handling complaints of wrongful conduct by Tribal Officials. The substantive changes replace Section (0 in its entirety. The proposed amended Section (0 includes a mediation process and a hearing in Tribal Court if mediation is unsuccessful. The Tribal Council believes amendment of this Ordinance will assist the Tribe in continuing to provide efficient governance of the conduct of Tribal Officials. The Tribal Council invites comment on the proposed amendments to the Tribal Ethical Standards Ordinance. BURIAL FUND ORDINANCE OPEN FOR COMMENT The Tribal Council, in consultation with the Tribal Attorney's Office, is considering amendments to the Burial Fund Ordinance. The proposed amendments were given a First Reading at the Janu ary 30, 2013, Tribal Council meeting. The primary purposes of the proposed amendments are as follows: (1) Clarify that the Burial Benefit does not include reimbursement for prepaid funeral expenses prior to death; (2) Define "Child" as a child who is age 25 or younger and natural, adoptive or step-child of Tribal member; (3) Set forth types of required family relationship evidence to include birth or marriage certificates, orders of adoption, proof of paternity or other documented evidence required by the Enrollment Office; (4) Allow application for Burial Benefit by written or verbal appli cation and specify that death certificate and invoice from funeral provider are required; (5) Increase stated Burial Benefit from $3,500 to $5,500; (6) Increase stated Reception Benefit from $150 to $300; and (7) Make technical updates, such as changing references from "Vital Statistics" to "Enrollment Department" and capitalizing words.
