Smoke Signals 15 APRIL 15, 2012 Lk33H3TQ Dear Tribal members: This is a follow-up to two letters presented in the April 1, 2012, issue of Smoke Signals. One letter was written by Rosemary Jameson and the other letter was written by Deborah Good. Both letters refer to what I term a "Per Capita Payment" Petition that bears my name and address and is being signed and circulated by several Tribal members. The petition basically requests our Tribal Council set the per capita per centage amount each year at a minimum of 25 percent of our total gaming revenue dividend, regardless of the amount that is received by the Tribal government from Spirit Mountain Casino (SMGI). That is how it was basically budgeted for from December of 1999 to the approval of the 2010 Adopted Budget. So in reality the Tribal members who are signing and circulating the "Per Capita Payment" Petition are not asking for anything new. Instead, they just want the per capita distribution each year to be restored to at least 25 percent of the total gaming revenue dividend as it was basically budgeted for from 1999 to 2010. It is a well-known fact that per capita is the only Tribal benefit that all enrolled Grand Ronde Tribal members share in equally no matter who they are or where they live. In fact, the only benefit some Tribal members receive is per capita because they do not participate in the Tribe's health plan, education program, social services program, housing program, Elder's pension, disability program, etc. That is one of the reasons why I am will ing to work on this "Per Capita Payment" Petition drive. If you or your adult family members who are enrolled in our Tribe would like to sign this petition, a copy of the "Per Capita Payment" Petition can be e-mailed to you upon request by either myself (cenl5752centurytel. net), or by Rosemary Jameson (rmarybayciaol.com), or by Deborah Good (dmgoodcharter.net). If you do not have access to a computer you can write me and a "Per Capita Payment" Petition can be mailed to you. If you would prefer to take a shortcut, you may simply take a sheet of paper and write the words of the "Per Capita Payment" Petition at the top of your paper, sign it as indicated and send it to me right away at the address given at the bottom of the "Per Capita Payment" Petition wording shown in the P.S. section below. In closing, I want to tell you that I am very thankful each and every day that I can proudly say, "I am a Grand Ronde Tribal member" and "I appreciate everything that the Grand Ronde Tribe has done for me and all of the Grand Ronde Tribal membership since Restoration on November 22, 1983." Veronica Gaston Roll 2332 Californian wins $568,668 jackpot at Spirit Mountain Gilbert Melby of Palm Springs, Calif., won $568,668 on an International Game Technology progressive slot on April 5 at Spirit Mountain Casino. Melby, 67, was only playing a short time before hitting the jackpot on one of Spirit Mountain's newest slots, the popular one-cent denomination "The Dark Knight" machine, which features movie snippets from the "Batman" sequel and colorful, action chase scenes in Gotham City on a 103-inch-wide monitor. He was in Oregon visiting his 90-year-old mother who resides in a retire ment community in Dallas. It was Spirit Mountain's largest payout since a 60-year-old man from Oregon won $610,430 in October 2010. B Grand Ronde Health and Wellness Center institutes Broken Appointment Policy In an effort to make medical services more efficient, the Grand Ronde Health and Wellness Center (H&WC) has approved and instituted a broken appointment policy for medically-related appointments at the H&WC. To qualify as a broken appointment a patient must either not show up for their appointment, show up more than 10 minutes late or give less than 24 hours notice of cancellation. When any of these events occur, the patient is notified in writing. After the third broken appointment in a six-month time frame, the patient will not be allowed to schedule routine appointments. However, they will be offered a "sit and wait appointment" the chance to sit and wait for an opening with a provider. This probationary period will last for six (6) months. The H&WC has a process for reminding patients of appointments and strives to notify patients of appointments the day before. The broken appointment policy is very important as broken or missed appointments create unused time in a provider's schedule, which is inefficient financially and leads to barriers to accessing care. Ultimately, a broken appointment policy exists to improve access to care for all patients and is critical to providing responsive, cost-effective health services. H Tribal vendors sought for showcase The Tribe is seeking Grand Ronde vendors for a Grand Ronde Showcase to be held during the EPA District 10 Tribal Leaders Summit between Monday, April 30, and Friday, May 4, at Spirit Mountain Casino. Tables will be $25 each and must be paid in advance on a limited first-come, first-served basis. All items for sale must be Native Northwest made and must be Tribally themed arts and craft items. Logo wear is not permitted. Tables must be staffed from 9 a.m. to 6 p.m. Monday, April 30; 8 a.m. to 4:30 p.m. Tuesday, May 1; 8 a.m. to 6 p.m. Wednesday, May 2; 8 a.m. to 5 p.m. Thursday, May 3; and 8 a.m. to 1 p.m. Friday, May 4.
