Absences can be prearranged with the Royalty Coordinator. Three unexcused absences will result in disqualification from Royalty. Royalty participants are expected to stay for the duration of the events. This includes helping set up for events, such as meetings and parades, as well as dancing during Grand Entry, InterTribals and staying until the flags are retired unless pre-approved with the Royalty Coordinator. Par ticipants are expected to speak in front of large groups of people. Royalty participants must be willing and able to dance. Remember: You are all part of a team and are expected to treat yourselves, running mates and others with respect at all times. S02fiKyISH13 Participating in Royalty Court is an excellent opportunity for Tribal girls and young women to leam our traditions and powwow protocol. Participants rep resent the Tribe by attending powwows and various community events. We encourage all young woman ages 5-18 to join. Participants must provide their regalia. Serving on Royalty Court requires a considerable commitment from the participant and her sponsor; travel, fundraisers, classes and meetings are required for all competing participants. Return this application to: Public Relations, 9615 Grand Ronde Road, Grand Ronde, OR 97347 Deadline: 5 p.m. June 17 Dear Grand Ronde Tribal members: It is my understanding that a sample ballot for a "Constitutional Amend ment Enrollment" Secretarial Election has been sent to the Bureau of Indian Affairs for review. The sample ballot is a result of an "authorization to proceed" document, initiated by Tribal Council member Chris Mercier and marked "approve" by eight members of the the Tribal Council, and marked "abstain" by one member of the Tribal Council. The sample ballot proposes four changes to our membership requirements that are found in our Constitution under Article V Membership. Three of the proposed changes are in Section 1. Requirements of Article V and basically cover the following: Reducing the relinquishment period from five years to two years. (Tribal Membership overwhelmingly approved the five-year relin quishment in the 2008 BIA Secretarial Election.) Eliminating the parent on the roll clause. (The majority of Tribal people denied have one or more ancestors on the Restoration Roll, but they do not have a parent on a Grand Ronde Roll because they were born just before or during Termination or because of blood quantum changes.) Changing the definition of Grand Ronde blood. (The present defini tion of Grand Ronde blood is "all Indian blood derived from a direct ancestor whose name validly appears on the official Tribal membership roll prepared under the Grand Ronde Restoration Act; provided, that such roll may be corrected by the Tribal Council with the approval of the Secretary of the Interior." The proposed new definition of Grand Ronde blood is "all Indian blood derived from a direct ancestor whose name validly appears on any roll or record of Grand Ronde members prepared by the Department of the Interior or the Tribe prior to or since the effective date of this Constitution.") The fourth, proposed change is in Section 3. Ordinance of Article V and basically covers a "quota" clause, which would be as follows: The Ordinance shall also establish an annual limit on the number of persons who may be accepted as members of the Tribe each year; provided however, the annual limit shall be no less than 2 percent of enrolled mem bers and no more than 5 percent of enrolled members; further provided, the annual limit shall not apply to minors between the ages of newborn and six months at time of acceptance as members and minors who are the subject of a Tribal or state court dependency proceeding.". In 1999, we had to vote on the proposed changes to our Constitutional Membership Requirements as one amendment, yet I believe we should have had the opportunity to vote on the proposed changes separately. In 2008, we were given the opportunity to vote on the proposed changes separately and I firmly believe that is the way it should be in any upcoming proposed Constitutional Amendment Enrollment Secretarial Election. I feel compelled to write to all of you because it is quite disturbing to me and to many other Tribal members that know about this issue that the proposed changes to our Constitutional Membership Requirements are being lumped into one amendment and not designated as four separate and distinct ballot issues, i.e., "Proposed Amendment A," "Proposed Amendment B," etc. This issue has been discussed quite a bit on my Leroy R. Good Facebook. com site and on the Grand Ronde online site that is maintained by myself and members of my family. Please contact each of the members of the Tribal Council and give your opinion regarding the proposed Constitutional Amendment Enrollment Secretarial Election.
