Smoke Signals 7 AUGUST 1,2010 OPEN FOR COMMENT TRIBAL BUILDING CODE ORDINANCE The Tribal Council, in consultation with the Tribal Attorney' Office, is considering adoption of a Tribal Building Code Ordinance. The proposed Ordinance was given a First Reading at the July 14, 2010, Tribal Council Meeting. The purpose of the Ordinance is to safeguard life and property by regulating all construction-related activities and requiring building permits on Tribal lands as well as encouraging the use of innovative materials and techniques consistent with cultural designs and methods. The Ordinance adopts the Oregon Structural. Mechanical, Plumb ing, Electrical, Residential, Manufactured Dwelling and Parks, Manufactured Dwelling Installation, Boiler and Pressure Vessel, and Elevator Specialty Codes, the Oregon Fire Code, and the NFPA 909 Code for the Protection of Cultural Resource Properties. The Ordinance calls for the appointment of a Building Official to admin ister the code, enforce compliance and issue permits. It also sets forth a waiver provision as well as a dispute resolution process. For. a copy of the Tribal Building Code Ordinance please contact the Tribal Attorney's Office at 503-879-466 1. Mercier is now DeLoe's supervisor. Mercier also was one of the three member interview committee that selected DeLoe over six other Tribal member applicants. "She has had a good range of ex perience and worked in a variety of areas," Mercier said. Over the years, DeLoe has ac quired a vast range of skills that make her perfect for the new job. Her previous positions in Small Business Development, Contract Health, Finance and, for the last 10 years, in Records Management all presented her with successively increasing responsibilities. She reflected on the value of work ing with members from her time in the Contract Health Department (1996-98), where the job required her to work with physically sick or emotionally distressed people, and it was her responsibility to docu ment deaths when Tribal members walked on. "You're talking with people every day, and then you get word that they're gone. You may not know them well but there's always the attachment," she said. "I remember talking to people again and again, and then they came in, and you'd put a face with a name." That was always a surprise, but even more was the gratitude that seemed to come out of nowhere, when, as she said, she was "just doing my job." She was able to get one older fel low dentures, she remembered, and then forgot about it until this hand carved and hand-painted artwork came in the mail for her, a gift of thanks for her work. "It's hanging on my wall at home," she said. With her leadership and organi-' zational skills and her love of work ing with Tribal members, DeLoe will be focusing on keeping member records organized and consistent. Just three days on the job, she has whittled the list of Tribal members that the department has had no contact with down from 35 to 31. "Some of it's going to be a learning experience," she said. DeLoe has been married to Lloyd DeLoe, a 25-year employee with Coca-Cola serving in Portland and on the coast, for 32 years. Her chil dren are Tribal members Billy II, 29, and Kristy, 26, and she has two beagles, Hank and Hazel. She loves it when her "grandba bies," Billy's kids, Tribal members Laney, 4, Paisley, 3, and Billy III, nearly 1, take her to the movies or, like recently, when they took her to the Oregon Zoo. Penny and Lloyd live in Wil lamina and have taken four "Harley trips" across the country together. A couple of years ago, it was Nash ville, where they went to see the Grand Ole Opry, and coming up this August is a trip from Portland (Oregon) to Portland (Maine). Her mother is Tribal Elder Val Grout, and her siblings include Tribal members Richard Grout, Peter Grout Jr., Sharon Freund and Janell Haller. f:,;,X-r V mf?rU. fA.
