Smoke Signals 5 MARCH 1,2008 Grand Ronde Tribal Housing Authority Tribe hosting Oregon Indian Education Association Conference The Confederated Tribes of Grand Ronde will host the 33rd annual Or egon Indian Education Association Conference on Thursday and Friday, March 6 and 7. More than 150 participants are expected to attend. The conference's theme is "Walking in Two Worlds: Integrating Culture and Education." The conference's purpose is to examine American IndianAlaska Native educational concerns, exchange ideas and develop proactive strategies to improve the educational achievements of American Indians. Featured presenter will be Siletz Tribal Elder Darelle Butler. Spirit Mountain Casino is the host hotel and a shuttle will ferry attend ees from the Lodge to the conference site. The conference will be held in the Tribal gymnasium and break-out sessions will be held in the Tribal Education buildings. The conference will kick off with a board meeting on Wednesday, March 5. The conference will continue at 7:30 a.m. Thursday and conclude at noon Friday. The conference will affect Youth Education's K-12 Program, which will not provide tutorial services or after-school programming on Thursday and Friday. During the conference, the following awards will be handed out: Outstanding Indian Elder of the Year. Outstanding Indian Educator of the Year. Outstanding Indian Parent of the Year. Outstanding Counselor of the Year. Outstanding Administrator of the Year. Outstanding Teacher of the Year. Outstanding Student of the Year. Outstanding Volunteer of the Year. Outstanding Higher Education Student of the Year. The 2008 Pepper Memorial Student Achievement Awards also will be given to Oregon American Indian high school seniors who will be attending post-secondary institutions. The $200 awards encourage American Indian students to continue their education. C-08-0 1-002 Willard James, DECREE CHANGING NAME Petitioner, Based on the allegations set forth in the petition for change of name filed on January 10, 2008, by the Petitioner in the above entitled case and its supporting affidavit, and the testimony of Petitioner, THE COURT FINDS: 1. The Petitioner is over 18 years of age; 2. The Petitioner is an enrolled member of the Confederated Tribes of the Grand Ronde Community of Oregon; 3. The Petitioner has not petitioned and been granted a change of name by the Tribal Court with in the past twelve (12) months; 4. All persons entitled to notice have been properly served with a copy of the Notice for Name Change, and; 5. No objection to the petition has been filed by any creditor or former spouse of the Petitioner. Based on the foregoing findings, THE COURT DECREES: 1. That the name of the Petitioner be changed from Willard James Morse to James Willard Knight; 2. That the Clerk of the Tribal Court shall cause a copy of this order to be published in the Tribal Newsletter; 3. That the Clerk of the Tribal Court shall submit a certified copy of this order to the Tribal Enrollment office; 4. That the Petitioner shall surrender all old Tribal Identification cards bearing Petitioner's former name to the Tribal Enrollment office prior to the Enrollment office issuing Petitioner new Tribal Identifica tion cards bearing the Petitioner's new name; 5. That within sixty (60) days from the date of this order the Tribal Enrollment staff and if necessary the Tribal Enrollment Committee shall cause new Tribal Identification cards to be issued to Petitioner showing the new name of the Tribal member and shall change the official membership roll and all official enrollment records of the Tribe to reflect the Petitioner's new name as stated in this Decree; 6. Suzanne Ojibway Townsend, Chief Judge OPPORTUNITY FOR COMMENT ON GRTHA'S ANNUAL PERFORMANCE REPORT UNDER THE HUD INDIAN HOUSING PLAN The Grand Ronde Tribal Housing Authority (GRTHA) has re ceived grants under the Native American Housing Assistance and Self-Determination Act of 1996, as amended. HUD provides grants to Indian Tribes and Indian Housing Authorities for the develop ment and operation of low-income housing in Indian areas. To be eligible for the grants, the Housing Authority must submit an an nual Indian Housing Plan that meets the minimum requirements of the Act, and submit regular performance reports to HUD. Tribal members are hereby notified that the Grand Ronde Tribal Housing Authority has prepared the 2007 Annual Performance Report (APR), and comments on the report are welcome. All com ments will be incorporated into the final report. Copies of the report are available by calling GRTHA at 503-879-2401, or at 800-422-0232, ext. 2401. Copies of the APR can also be picked up at the GRTHA office in Grand Ronde. Comments must be submitted in writing to GRTHA no later than 5 p.m. March 25. NWIHA SCHOLARSHP FOR TRIBAL YOUTH The Northwest Indian Housing Association (NWIHA) annually provides scholarships to Tribal youth, defined as Tribal members ages 24 years old or younger. The intent is to provide financial awards to youth for education and training programs at schools, colleges, job training organiza tions, or other worthwhile organizations. Traditionally, individual awards have not exceeded $1,000. Applications are available by contacting the Grand Ronde Tribal Housing Authority at 503-879-2401 or 1-800-422-0232, ext. 2401. Completed applications must be received by the Housing Authority no later than noon Friday, March 28. IN THE TRIBAL COURT OF THE CONFEDERATED TRIBES OF THE GRAND RONDE COMMUNITY OF OREGON In the Matter of: VOGEL, CASE NO. C-08-002-00 1 Tina, ORDER TO SHOW CAUSE Petitioner, FOR LABONTE, Robbie aka VOGEL, Robbie Minor. The Petitioner, Tina Vogel, on behalf of Robbie Brandon LaBonte aka Robbie Brandon Vogel, a minor child, has petitioned the Court for a Change of Name for the minor child. It is alleged that Petitioner, on behalf of the minor child desires to change his name to Robbie Brandon LaBonte, for the reason stated that: minor child, through regular use, has become known by the proposed name. Based on the foregoing petition filed with the Court on February 5, 2008, and good cause appearing therefore, IT IS ORDERED THAT the petitioner and any person objecting to the granting of the petition shall appear in the Tribal Court of the Confederated Tribes of the Grand Ronde Community of Oregon, located at 9615 Grand Ronde Road, Grand Ronde, Oregon on, April 16, 2008, at 11:00 a.m. to show cause why the Court should not enter judgment granting the proposed change of name. The Clerk of the Tribal Court shall cause a copy of this Order to be served upon all parties in accordance with the Rules of Pleading, Practice and Procedure of the Tribal Court of the Confederated Tribes of the Grand Ronde Community of Oregon.
