4 DECEMBER 15, 2005 Smoke Signals Wednesday, November 9, 2005 5:02 p.m. Meeting was called to order by Tribal Council Vice-Chair, Angie Blackwell. A quorum was present. Present was Angie Blackwell, Reyn Leno, Chris Mercier, Wink Soderberg and Kathleen Tom. Excused was Jack Giffen, Jr. (business travel), Cheryle A. Kennedy (busi ness travel), Jan D. Reibach (personal leave), and Wesley "Buddy" West (jury duty). Invocation was done by Dakota Whitecloud, Tribal Council Relations Co ordinator. PREVIOUS MINUTES APPROVEAMEND Reyn Leno moved, Chris Mercier seconded to approve the October 26, 2005, Tribal Council regular meeting minutes as presented. Motion car ried 4-0-0. NEW BUSINESS LEGISLATIVE ACTION COMMITTEE B Tribal Credit Card Education Division Manager. Wink Soderberg moved, Reyn Leno seconded to adopt Resolution No. 172-05 approving the use of a Tribal credit card by the Education Division Manager for online education related fees and charges. Motion carried 4-0-0. OTHER BUSINESS: Reynold L. Leno moved, Chris Mercier seconded to adopt Resolution No. 173-05 approving the merit salary increase and contract terms rec ommended by the Spirit Mountain Gaming, Inc. Board of Directors for Steve Bobb, Surveillance Director. Motion carried 4-0-0. Vice-Chair Blackwell stated the ground rules for items brought forward under Other Business as follows: 1) five minute speaking limitation per topic and 2) all speakers to be treated with respect and to be courteous. Ms. Blackwell stated that these rules were in place prior to her being elected to council. When she is presiding as chair of the meeting, her responsibil ity is to maintain order in the meeting. In addition, Ms. Blackwell stated the following: a. Everybody who participates deserves to have respect, b. Every speaker deserves to have respect, c. Everybody in the audience deserves to be treated with respect, d. Everybody on council deserves to be treated with respect, e. Standing at the podium and yelling accusa tions is not respectful to anybody, f. Nor is sitting in the audience throw ing your remarks and name calling, g. These disruptions are not helpful to conducting our business. 5:10 p.m. Reyn Leno moved, Chris Mercier seconded to adjourn the meeting. Motion Carried. Local Government Meet With Tribal Council r " r" Unity A citycounty dinner was held at the Tribal Community Center in Grand Ronde on Thursday, December 1 . These meetings are held every other month and allow representatives from each city in Yamhill County to address issues and concerns about their city. Executive Director for the Mid Willamette Valley Council of Governments David A. Galati (top, left) was the guest speaker for the evening and Tribal Council member Wesley "Buddy" West brushed up on the community news via Smoke Signals.
