The Finance Officer stated that the property is return ing a positive cash flow and the Tribe is in negotiation for a national store to fill one of the four remaining vacancies at the property. 2. For council to consider card lock access on the doors near the Behavior I lealth offices in the I Iealth and Wellness center. General Manager Cliff Adams and Clinic Director Michaels Watkins will meet with the Tribal member to review the concern. A Tribal member stated the following: 1. Asked the council to consider dona tion of 200 to 300 coffee mugs to be used as gifts to guests attending Grand Ronde's Elders' I Ionor Day in July of 2005. Chairwoman Kennedy stated that they would take it under consideration. 2. Extended a special thank you to Tribal Council, staff and the membership for their prayers, flowers, and food for the family of Arlene Beck. 3. Inquired whether the Tribal Council minutes could indicate the name(s) of speakers. Currently, the Recording Secretary has been directed to only indicate the speakers within the General Council meeting minutes. Tribal Council will take it under consideration. A Tribal member expressed concern over services received from Tribal programs; in particular, the availability to culturally gather items (shellfish, deer and fish). Discussion followed. Vice-Chairman Reyn Leno and council member Jack GifTen, Jr. have approached the Oregon Congressional delegation to consider restoring cultural gathering rights to the Tribe. Currently, the Tribe is drafting recom mendations to the Oregon Legislative and State Agencies to restore these rights. The Tribal member was directed to contact the Culture Resource Department in the interim for assistance on obtaining items for cultural usage. A Tribal member raised concern over services received from the Indian Child Welfare program. June Sell-Sherer moved, Jack Giffen, Jr. seconded to move to executive session. Motion carried. Executive Session began at 6 p.m. Re sumed Meeting at 8:45 p.m. Chairwoman Kennedy stated that no decision was made at this time. Tribal staff is talking with the family. Angie Blackwell moved, Jack Giffen, Jr. seconded to adopt Resolution No. 100-05: 1) approving the First Amendment to the Funding and Participation Agreement for the Portland I larbor Natural Resource Damage Assessment and Restoration Process; and 2) authorizing the Tribal Council Chairwoman to ex ecute said Amendment. A Tribal member raised concern over the Royalty Special Event Board's ac tion involving one of the royalty candidates. Discussion followed. Chairwoman Kennedy recused herself from the meeting. Vice-Chairman Leno offered to sched ule at meeting with Tribal Council and the Royalty Special Event Board and then will meet with the Tribal member and candidate. 9:08 p.m. Wesley "Buddy" West moved, Jack Giffen Jr. seconded to adjourn the meeting. Wednesday, July 6, 2005 4 p.m. Meeting was called to order by Tribal Council Chairwoman, Cheryle Kennedy. A quorum was present. Present was Angie Blackwell, Jack Giffen, Jr., Cheryl Kennedy, Reynold L. Leno, Chris Mercier, Valorie Sheker-Robertson, June Sell-Sherer and Wesley "Buddy" West Excused was Jan D. Reibach (personal leave) Invocation was done by Wesley "Buddy" West. PREVIOUS MINUTES APPROVEAMEND Valorie Sheker-Robertson moved, Reyn Leno seconded to approve the June 22, 2005, Tribal Council regular meeting minutes as presented. Motion carried 7-0-0. NEW BUSINESS Alternate Election Board Member Drawing. A random drawing was held at which time Tribal Council Secretary June Sell-Sherer drew Sharon Hanson's name from the alternate pool to serve on the Election Board to fill Penny DeLoe's position for the duration of the CY 2005 Tribal Council Election. LEGISLATIVE ACTION COMMITTEE Easement on Brown Tract GR Pedestrian Safety Project. Valorie Sheker Robertson moved, Wesley "Buddy" West seconded to adopt Resolution No. 101-05: 1) acknowledging that the Department of the Interior, Bu reau of Indian Affairs (BIA) has advised the Tribe of the value of the ease ment on the Brown Tract within Yamhill County, and 2) consenting to the granting of a permanent easement on the Brown Tract by the BIA to Yamhill County for public access and construction of Grand Ronde Road Pedestrian Safety Improvements at no cost. Discussion followed. Motion carried 7-0-0. D Enrollment Infant Determinations. June Sell-Sherer moved, Angie Blackwell seconded to adopt Resolution No. 102-05 approving three (3) infants numbered 5488 through 5490 for Tribal membership, because, based on the investigation and recommendation of the Enrollment staff, the infants have been found to meet the eligibility requirements for en rollment as defined in the Enrollment Ordinance and Tribal Constitution. Motion carried 6-0-1. Wesley "Buddy" West abstained. B Priority Loan Purchase Redmond Property. Valorie Sheker Robertson moved, Reyn Leno seconded to adopt Resolution No. 103-05: 1) approving purchase of the first position mortgage on certain property located in Redmond, Oregon obtained by Iskum III, LLC through foreclo sure action; 2) authorizing the Finance Officer to (a) negotiate, with the assistance of the Tribal Attorney's office and (b) execute all documents necessary to finalize the purchase of such mortgage; and 3) authorizing the use of up to $375,000 for the mortgage purchase. Discussion followed. Motion carried 7-0-0. B Round Valley, LLC Land Lease. Reyn Leno moved, Valorie Sheker Robertson seconded to adopt Resolution No. 104-05: 1) approving the Real Property Lease between the Tribe and Round Valley LLC as presented by the Tribal Land Management Department staff, and 2) authorizing the General Manager to execute all documents required for the lease. Discus sion followed. Motion carried 7-0-0. REMINDERS n Cultural Field Trip to the Willamette National Forest Obsidian Cliffs is scheduled for August 23-25, 2005. Council members interested in at tending: Reyn Leno, Chris Mercier and June Sell-Sherer. Affiliated Tribes of Northwest In dians 52nd Annual Conference and Elections is scheduled for September 19-22, 2005, in Worley, Idaho. Reg istration and room arrangements need to be made.
