10 FEBRUARY 1, 2004 Smoke Signals Notice: Grand Ronde Low Income Home Energy Assistance Program The Grand Ronde Tribe has obtained a LIHEAP grant to assist income eli gible Tribal members with energy payments, energy emergencies and weather ization. This Low-Income Home Energy Assistance Program (LIHEAP) is an annual grant from the Division of Energy Assistance within the U.S. Depart ment of Health and Human Services. Four Tribes in Oregon operate this pro gram and must serve all income eligible Indians on their reservation or trust lands. Outside of these lands, but within the Tribe's service area, Tribes can only serve households with adult members of their own Tribe. For LIHEAP the Grand Ronde Tribe's service area is the Tribe's typical Six County service area (Polk, Yamhill, Marion, Multnomah, Washington and Tillamook counties) plus Clackamas County. Tribal members in these counties will now need to contact Grand Ronde to receive assistance instead of from the community action agency in their area. The Tribal program will allow more Tribal members to be as sisted than would otherwise have been possible. There has been a great need for energy assistance especially for weatheriza tion where the Tribe already has a list of eligible Tribal members in need. For income eligible households the program can provide energy assistance (utility bills, fire wood, etc.), crisis energy assistance, and weatherization (e.g. furnace repair). Participating in the Royalty Court is an excellent chance for young Tribal women to represent the Tribe in a positive way. It does require commitment and time, but is a tremendous honor. There will be dance, protocol, craft and speaking classes that will help prepare yourself to be on Royalty. Any young lady who would like to participate in Royalty to gain experi ence may as a Princess and not compete this year for a Queen position. We encourage any interested young lady who is a Tribal member, between the ages of 5 and 21, to join us. Participants must be an enrolled member of the Grand Ronde Tribe, be alcohol and drug free, be childless and never married. If school age, must be attending school (private or public) full-time. It is not the responsibility of the Royalty Board, Tribal Council, or any other Tribal program to provide. Members of the Royalty Court are not paid positions. Although, the chosen Queens and Princesses will receive motel fees and a set amount for travel expenses for attending required events. For all fund-raisers and activities that Royalty is involved in, the court and their families or spon sors are required to participate. All the members on the Royalty Court must show good judgement by not participating in any activities that could bring adverse publicity to themselves or the Tribe. Committee & Special Event Board Summit Tribal Council is hosting a summit meeting of all committees and spe cial event board members. This summit will allow the committees and board members to learn more about financial and operating procedures and will give members the opportunity to understand the individual and group responsibilities required of them while serving on their committees or boards. Surprise Storm Spurs Emergency Response Plan Many Tribal members have been contacting Tribal Council with con cerns about the crippling affect of the winter storm at the beginning of the year, which, due to the speed and intensity of the weather, trapped many in their homes and made it impossible to access Tribal services, or even to get critical medications. As the safety and welfare of Tribal members is extremely important to Tribal Council, this storm prompted them to begin coordinating depart mental efforts to deal with these types of storms and emergencies. An inter-departmental Emergency Response Plan will be developed to help Tribal members deal with catastrophes such as severe snow storms. The Emer gency Response Plan will eventually lead to a comprehensive Disaster Plan. For further information, please contact Charles G.
