Prizes sponsored by the Confederated Tribes of Grand Ronde Fish & Wild life Committee. Why: The Confederated Tribes of Grand Ronde Natural Resources Division, in cooperation with Oregon Department of Fish & Wild life and USDA Veterinary Services, is collecting biological samples from deer and elk to learn more about diseases that may be affect ing our deer and elk herds. Deer Hair Loss Syndrome is already present in the Grand Ronde area. Samples may help determine the cause and method of spread of deer hair loss syndrome. Chronic Wasting Disease has not been detected in Oregon. We want to catch this disease early if it shows up in Oregon as it can have devastating affects on deer and elk populations. Adenovirus Hemorrhagic Disease is not known in the Grand Ronde area but has been detected in southwest and central Oregon. Samples will help determine where adenovirus is found in Oregon. How to Participate: D Allow the Tribes' biologists to collect samples of brain stems from elk and samples of lice, blood and brainstems from deer. D All samples must be collected within 48 hours of death, 24 hours preferred. D Bring hunter harvested animals to the Tribes' Natural Resources office at 47010 S.W. Hebo Road, Monday through Friday from 8 to 4:30 p.m. D If you are unable to bring an animal in we may be able to come to you to collect samples. Please contact the Tribe's biologists for more information. B If the entire animal can't be brought in, then provide the hide for lice samples, the heart for a blood sample and the head for a brain sample. All parts can be returned after samples are taken. B Hunters will need to provide the general location of where the animal was killed (to be used in the event that a disease is found). B Your name will be entered in the drawing for each useable sample we are able to collect, up to one for each elk, and up to three entries for each deer. B Fresh road kills can be reported to the Tribes' biologists so we can pick it up for sampling. Your name would then be entered for any useable samples we collect from the road kill. B Tribal members and the general public are eligible to participate. B Animals must be harvested legally. GRAND RONDE GAMING COMMISSION POSITION The Grand Ronde Gaming Commission is seeking applications to fill the remainder of a current 3-year term expiring in June of 2006. The Tribal Gaming Ordinance requires this position to be filled by a Tribal member. Applicants must be at least 21 years of age. Commissioners may not hold elective or managerial Tribal positions and may not be employed in or own any interest in or gamble in a gaming operation authorized by the Tribal Gaming Ordinance. Commissioners are in dependent contractors and expend approximately 40 hours per month to fulfill their responsibilities. The Commission generally meets on the second and third Fridays of each month. Appointment is contin gent upon successful completion of a background investigation. Ap plications may be obtained by calling 503-879-2362. APPLICANT'S PETITION FOR for CHANGE OF NAME SHOULD NOT BE GRANTED BORDEN, Shylee (Minor Child) The Petitioner, Rebecca Borden, on behalf of the minor child, Shylee Jane Borden, has petitioned the Court for a Change of Name for the minor child. The child allegedly desires to change her name to Shylee Jane Palanuk Merrier, for the reasons stated that: The child's last name differs from the last name of the parent or guardian and she wishes to assume the last name of the parent or guardian; Child, through regular use, has become known by the proposed name. Based on the foregoing Petition filed with the Court on October 10, 2003, and good cause appearing therefore, IT IS ORDERED THAT the Petitioner and any person objecting to the granting of the Petition shall appear in the Tribal Court of the Confederated Tribes of the Grand Ronde Community of Oregon, lo cated at 9615 Grand Ronde Road, Grand Ronde, Oregon, January 22, 2004, at 10:00 a.m., to show cause why the Court should not enter judgement granting the proposed change of name. Katharine English, Chief Tribal Judge PROPOSED ORDINANCE AMENDMENTS The Tribal Council has proposed several amendments to the En rollment Ordinance. The first reading of the amendments to the Enrollment Ordinance was presented at the December 3, 2003, Tribal Council meeting. The purpose of the amendments is to make technical corrections to various provisions of the ordinance and to make substantive changes to the ordinance. The numerous substantive changes include, but are not limited to: (1) modifying the methods of establishing pater nity by requiring genetic testing (DNA) to determine Grand Ronde blood derived from father; (2) clarifying that emergency enrollment is available to minors that are the subject of a Tribal Court proceed ing; (3) modifying the provisions regarding the Enrollment Commit tee to be consistent with the General Committee and Special Event Board Ordinance; (4) providing that Tribal members and applicants may review documents they filed with Enrollment staff; (5) providing for certification of true copies of original documents by Enrollment staff and return of original document; (6) providing that incomplete applications will be forwarded to the Enrollment Committee with rec ommendation of denial if the applicant has not provided necessary information requested by Enrollment staff; (7) providing for remand of applications to Enrollment Committee by Tribal Council; (8) modi fying the process for disenrollment to provide for hearing before the Enrollment Committee; (9) extending the Enrollment Committee's time from 15 to 45 days to respond to a reconsideration request; and (10) removing language referring to the possible establishment of a Court of Appeals. The Tribal Council believes amendment of this ordinance will assist the Tribe in continuing to provide efficient enrollment procedures to its members.
