5:00 p.m. Meeting was called to order by Chair Cheryle Kennedy. A
quorum was present. Not present: Ed Pearsall.
Reyn Leno moved, Jan D. Reibach seconded to approve the January 30,
2002 Council meeting minutes as submitted. Motion carried.
Vice Chairman Leno, stated for the record that: "No legal action had
taken place with regards to the Spirit Mountain Casino's Chief Executive
Officer" in response to Council member Pearsall's comments at the Janu
ary 30, 2002 Council meeting under Item 3a.
NEW BUSINESS
LEGISLATIVE COMMITTEE
H Enrollment Infant Determinations. June Sell-Sherer moved, Ed
Larsen seconded to adopt Resolution No. 029-02 to approve that indi
viduals who meet the Infant Determination for enrollment, be placed op
posite 5204 through 5210 on the official membership roll. Motion car
ried 7-0-0.
B Consent to Assignment of Katsuk Thin Logging Unit Timber
contract. Leno moved, Bob Haller seconded to adopt Resolution No.
030-02 which consents to the assignment of the Katsuk Thin Logging
Unit Timber Contract by Swanson-Superior Forest Products, Inc. to Su
perior Lumber Company and authorizing the Chair to execute a Seller's
Consent of Approval of Timber Contract Assignment for such assignment.
Motion carried 7-0-0.
B Compensation SMDC Key Management Personnel. Reibach
moved, Haller seconded to adopt Resolution No. 031-02 approving the
annual salary of Brian Grant, General Manager of Spirit Mountain De
velopment Corporation, as recommended by the Spirit Mountain Devel
opment Corporation (SMDC) Board of Directors. Motion carried 7-0-0.
RESOURCES ANDOR EDUCATION COMMITTEE
B Tapes of Tribal Council Meetings. Haller moved, Reibach seconded
to approve that tapes of the Tribal Council meetings be made available to
Tribal members at a cost of $10.00 per tape. Discussion followed. Motion
carried 7-0-0.
OTHER BUSINESS
B A Tribal member asked the following:
a) Were the statements of Val Grout and Ed Larsen, Tribal Council
members recorded as stated by Jan Michael Reibach, Tribal mem
ber, at the January 30, 2002 Tribal Council Meeting? Leno responded
by stating he had not listened to the tape.
b) What is the status of the Pow-wow Committee appointments?
Chair Kennedy responded that all Tribal Committees are being con
tacted where the terms of appointments have or will shortly be ex
pired. Then the vacancies will be announced to the membership
and then the committees will bring forward their recommendations
to the Tribal Council for final approval. Recently, the Royalty Com
mittee had taken the necessary steps to fill their vacancies. The
Tribal Council is awaiting recommendations from the Pow Wow Com
mittee at this time.
B A Tribal member stated concerns regarding the associated cost of ob
taining a copy of tape recording of Tribal Council meetings for some Tribal
members, thereby denying access to public information. The Tribal
Attorney's office responded by stating that all recordings are available to
be heard by contacting the Tribal Council's staff. The cost will help defray
the time the staff person is away from performing Tribal Government
business duplicating the tape(s).
5:12 p.m. Reibach moved, Larsen seconded to adjourn the meeting.
Motion carried.
Notice from Chair Cheryle Kennedy
To further disseminate information on Tribal Council activities, Smoke Signals will be implementing a monthly review of regular meetings and
events attended by Tribal Council members, as well as highlighting additional meetings in which they are involved. This is being put into practice to
support a request by the general Tribal membership for increased accessibility to knowledge and information regarding council decisions and actions.
This will be a regular process for the council and will be implemented in the next issue of Smoke Signals.
In addition, Tribal Council would like to remind everyone that they are welcome to attend all of the Tribal Council sub-committee meetings and the
Tribal committee meetings. Following is a schedule of sub-committee meetings and standing Tribal committees. Please be advised this schedule may
change upon completion of the organizational refinement effort.
Please be aware that some issues discussed during the sub-committee meetings are of a confidential nature. If such an issue arises, council will call for
executive session and all observers will be asked to vacate the room until the issue is resolved. Council will explain why they are calling for executive
session before they request observers to be excused. Comments regarding the issues being discussed are generally welcome. However, please keep your
comments brief and constructive to the decision-making process.

Please note that the sub-committee days are sometimes rearranged depending on the needs of the Council and the appropriate committees.
Thursday morning meetings could be for either the Resources or the Education Sub-Committee.
Committee meetings are an effective vehicle to have your concerns recognized. The committees, representing the interests of the General member
ship, will either take direct action or bring the matter to Tribal Council's attention. Again, committees may have to go into executive session, but you will
be made aware of the reason.
