10 SEPTEMBER 1, 2001 Smoke Signals Proposed Tobacco Ordinance The Tribal Council, in consultation with the Tribal Attorney's Office, has proposed adoption of a Tobacco Ordinance. The first reading of the proposed Tobacco Ordi nance was presented at the July 25, 2001 Tribal Council meeting. The purpose of the Ordinance is to set forth procedures for regulating tobacco sales on the reservation to ensure compliance with the Oregon Cigarette Tax Act. Compliance with the Oregon Cigarette Tax Act is a component of the Ciga rette Tax Refund Agreement between the Tribe and the Oregon Department of Revenue, which provides for a refund of state cigarette taxes to the Tribe based on a formula set forth in the agreement. Among other things, the Ordinance does the following: B Requires that any person that engages in the sale of tobacco products on the reservation shall first obtain a tobacco sales license from the Tribe and estab lishes procedures for obtaining such licenses. B Requires that all cigarette packages sold on the reservation bear a revenue stamp of the State of Oregon. B Sets forth procedures for revoking licenses, assessing penalties and enforc ing the Ordinance against persons engaging in the sale of tobacco products on the reservation in violation of the Ordinance. B Sets forth a time for all existing tobacco outlets to obtain a tobacco sales license. For a copy of the proposed Ordinance please contact the Tribal Attorney's office at 503-879-2265. Proposed Public Safety Ordinance The Tribal Council, in consultation with the Tribal Attorney's Office, has pro posed adoption of a Public Safety Ordinance to set forth procedures to control public nuisances on Tribal lands. Among other things, the Ordinance does the following: B Prohibits persons from creating nuisances. B Establishes noise and traffic standards. B Sets forth requirements for the handling of animals. B Establishes monetary penalties for violations of the Ordinance. B Authorizes the Executive Officer to enforce the requirements of the Ordi nance, including issuing orders to abate nuisances. The first reading of the proposed Public Safety Ordinance was presented at the August 8, 2001 Tribal Council meeting. He was born July 5, 1950 in Wallace, Idaho, a son of Lester and Gwen Darling. Steve spent much of his younger years in Nampa, where he attended schools. He loved to travel and lived in numerous states across the west. In 1977, he met Rachel Taylor and they have been together ever since. In December of 1990 they moved to Mackay where they made their home. They moved to Arco in December of 2000. Steve was a member of the Valley Bible Church. Fishing, boating, garden ing, and barbecues brought Steve much enjoyment. He was also a devoted Chicago Cubs fan. He is survived by his wife, Rachel, of Arco, Idaho; his mother, Gwen Dar ling; one brother, Larry Darling, of Wallace, Idaho; and two sisters, Pam and Trina Darling, both of Portland, Oregon. His father and a son preceded him in death. A memorial service was held on, August 10, 2001 at the Hawker Lost River Funeral Chapel. T 1 i ) V . The triplets were born at Sa cred Heart Hospital in Eugene on Mon day, August 13 at 10:30 p.m. Grandparents are Linda Brandon and Reggie Sr. and Lillian Butler.
