Smoke Signals 4 JULY 1, 2001 aj Q. 4th Annual Chinuk Wawa Gathering Khanawi-Lhaksta "everyone," Grand Ronde has sponsored this workshopconference for the past two years. It will be held this summer on August 11-12 at Neah Bay, on the lands of the Makah Nation, Washington State. This will be a fun weekend gathering to help people learn and practice speaking Chinuk Wawa we are encouraging anyone interested to attend. I Salmon Stakes A volunteer watched over the salmon cooking on an open pit at the Tribe's Traditional Foods Festival held on Friday, June 22. Salmon wasn't the only thing on the menu as staff was also treated to eel, frybread and camas. The camas was cooked in a traditional camas oven. Nixwa nasayka munk skukam nasayka Chinuk-wawa Monday Nights, July 9-July 30. A one-credit Chinuk-wawa conversation class will be held this summer. Experience with Chinuk-wawa will be helpful, but all individuals are encouraged to attend. The class will focus on natural learning through semi-immersion in the language. TRADITIONAL CARVING TOOL CLASS Wednesday Nights, July 11-August 1. Cultural Education Coordinator, Tony Johnson will be teaching a carving class focused on producing the tools necessary for tradi tional NW coast carving. This will be the first of a number of carving classes to be offered in the future. Participants will make a traditional adze. If you are interested, sign up early space is limited to 1 5 individuals. SPRUCE ROOT AND RUSH GATHERING DAY Wednesday, August 22. Accomplished basket maker and teacher Margaret Mathewson will guide this all day trip to gather traditional Grand Ronde basketry materials. Spruce Root and Rush will be the focus, but other materials will also be discussed. Space is limited. TRADITIONAL BASKETRY Wednesday nights, August 22-September 12. Accomplished basket maker and teacher Margaret Mathewson will teach this four night class focused on traditional Grand Ronde basketry. Reyn Leno moved, Ed Larsen seconded to approve the previous Tribal Council meeting minutes of April 20, 2001 as submitted. Motion carried. TRIBAL GOVERNMENT, MANAGEMENT & BUDGET COMMITTEE D Tobacco Prevention Education Grant. Cheryle Kennedy moved, Ed Larsen seconded to adopt Resolution No. 067-01 approving the sub mission of a request for grant funds for Tobacco Prevention Education, in the amount of $18,700, from the Oregon Health Division. Motion carried 8-0-0. D ANA Social & Economic Development Strategies Grant Appli cation. Reyn Leno moved, Ed Pearsall seconded to adopt Resolution No. 068-01 to authorize the submission of the $192,955. ANA Social & Eco nomic Development Strategies (SEDS) Grant application to the Adminis tration for Native Americans, including $50,869 in matching funds for work over a two year project on land use planning and zoning, utility planning and park and recreation planning. Motion carried 8-0-0. O Member Benefit Payment. Ed Pearsall moved, Bob Haller seconded to adopt Resolution No. 069-01 authorizing the distribution of a Member Benefit (Timber) payment in the amount of $1,000 per Tribal member. The distribution date will be June 20, 2001. Motion carried 8-0-0. D Maude Lane 100th Birthday. Ed Larsen moved, Bob Haller seconded to adopt Resolution No. 070-01 as a honorarium acknowledgment of Maude Lane's 100th birthday on Saturday, May 26, 2001. Motion carried 8-0-0. D Fish Restoration Funds. Reyn Leno moved, Ed Larsen seconded to adopt Resolution No. 071-01 authorizing the submission of a request for three (3) "Jobs in the Woods" grants totaling $82,206 ($19,980, $54,000, and $8,226) and one "Oregon Watershed Enhancement Board" grant total ing $87,844 be approved. The Tribal Council Chair is authorized to execute any documents necessary to complete the grants. The grants would be administered by the Natural Resources Manager and his designees. Mo tion carried 8-0-0. fl OYCC Budget Approval and Indirect Costs Waived. Bob Haller moved, Jan D. Reibach seconded to adopt Resolution No. 072-01 autho rizing the submission of a request for an Oregon Youth Conservation Corp Grant totaling $11,111 be approved and the indirect costs associated with the grant be waived for the calendar year 2001. The Tribal Council Chair is authorized to execute any documents necessary to complete the grant. Motion carried 8-0-0. D Enrollment Infants. June Sell-Sherer moved, Cheryle Kennedy sec onded to adopt Resolution No. 073-01 which approves three (3) applicants to be added to the official membership roll, numbers 5135 through 5137. Motion carried 8-0-0 B Clarification of Enrollment Ordinance Amendment Intent. Ed Pearsall moved, Jan D. Reibach seconded to adopt Resolution No. 074-01 which affirmatively states that the CY 2001 amendments to the Enroll ment Ordinance and stated retroactivity of such amendments were not intended to make the amendment to the Tribe's Constitution amending the requirements for enrollment retroactive and that all other aspects of the Enrollment Ordinance, as amended, are intended to be retroactively ap plied. Motion carried 8-0-0. D Amend to SMDC Articles Incorporation. June Sell-Sherer moved, Ed Larsen seconded to adopt Resolution No. 075-01 which amends para graph 1(a) of Article X of the SMDC Articles of Incorporation to remove the requirements that at least one member of the Board of Directors be a Tribal Council Members as follows: The number of Directors shall not be less, than three (3) and not more than nine (9) at least one (1) of whom shall be a Council Member: Motion carried 8-0-0. O Limited Waiver of Attorney Client Privilege. June Sell-Sherer moved, Ed Larsen seconded to adopt Resolution No. 076-01 waiving the attorney client privilege of the Tribe and all arms of Tribal government, including Spirit Mountain Development Corporation, only as to oral con versations between the Tribal Attorney, Rob Greene, and Jan Michael Rei bach and Ed Pearsall regarding matters directly related to the issues raised in the complaint filed by Jan Michael Reibach alleging unethical conduct by a Tribal Official. Discussion followed. Motion carried 7-0-1. Hearings Officer Appointment and Contract. June Sell-Sherer moved, Cheryle Kennedy seconded to adopt Resolution No. 077-01 (1) appointing Judge Rory Flint Knife as Hearings Officer to hear the com plaint filed by Jan Michael Reibach alleging unethical conduct by a Tribal Official; and (2) authorizing the Tribal Council Chairperson, with the assis tance of the Tribal Attorney's office, to negotiate and execute a contract with Judge Rory Flint Knife to provide such services. Motion carried 7-0-1. ECONOMIC DEVELOPMENT COMMITTEE B Approval of Dissolution Spirit Mountain Environmental Ser vices. June Sell-Sherer moved, Jan D. Reibach seconded to adopt Resolu tion No. 078-01 stating that Tribal Council, as sole member of Spirit Moun tain Environmental Services, LLC, approves the dissolution of the Com pany. Motion carried 8-0-0. fl Use of Economic Development Fund by Spirit Mountain Devel opment Corporation. Jan D. Reibach moved, Reyn Leno seconded to adopt Resolution No. 079-01 which authorizes making up to $200,000 of the Long-Term Business Investment Fund available to Spirit Mountain Development Corporation for its use for funding of contingent earnest money agreements, provided such agreements are contingent upon approval of the board of directors and Tribal Council within 30 days of execution by SMDC Motion carried 8-0-0. fl CTGR Trucking, LLC Capital Contribution. Bob Haller moved, Cheryle Kennedy seconded, to adopt Resolution No. 080-01 to approve a capital contribution of $45,000 to CTGR Trucking, LLC. Motion carried 8-0-0.
