Dear Editor,
My name is Margie Kimble. I am
the Volunteer Coordinator at the Fed
eral Correctional Institution in
Sheridan, Oregon.
At this facility, there is a need among
the Native American population for
spiritual and cultural guidance. We
are looking for individuals that may
be interested in providing volunteer
services by guiding this group of male
inmates in their worship, drumming,
sweat lodge ceremonies and inspira
tional speaking. Volunteers from the
community play an integral part in the
successful administration of various
programs and religious beliefs for the
inmate population.
Several inmates have pulled together
to establish a formal group. They are
currently self-taught, participate in
sweat lodge ceremonies on Saturdays
and hold weekly meetings on Thurs
day evenings. Drums and other Na
tive American articles for their group
worship are available and utilized.
The Grand Ronde community is close
to our facility, therefore I am seeking
your assistance in providing the Na
tive American inmates with guidance.
Anyone interested in participating as
a volunteer, whether it be on a one
time basis or more frequently, should
please contact me for further informa
tion at the address below.

sistance you can provide. Also, if you
have any other resources that might
be of help, I'd appreciate hearing
about them.

council was present.
Cheryle Kennedy moved, Reyn Leno seconded to approve the previous
November 20, 2000 Tribal Council meeting minutes as submitted. Mo
tion carried.
RESOURCES SUBCOMMITTEE
O Line of Credit. Ed Pearsall moved, Bob Haller seconded to adopt
Resolution No. 149-00 that will revoke Leon C. Tom, Val Grout, Bob
Mercier, Mark Merrier and Bob Saunders signing authority under the
Line of Credit with Commerce Bank and adding Earl F. LaBonte, June
Sell-Sherer, Jan D. Reibach and Cheryle A. Kennedy to the list of council
members currently authorized to request advances and authorize pay
ments under the Line of Credit. Motion carried 4-0-4 with LaBonte,
Sell-Sherer, Reibach and Kennedy abstaining from the vote.
D Tribal Investment Accounts. June Sell-Sherer moved, Ed Larsen
seconded to adopt Resolution No. 150-00 that approves the change in
signing authority for Tribal Investment Accounts. Motion carried 8-0-0.
TRIBAL GOVERNMENT, MANAGEMENT & BUDGET
SUBCOMMITTEE
Willamina Creek Reservoir Project Feasibility Study and
Memorandum of Understanding. The City of Sheridan's proposed
Willamina Creek Reservoir Project presents an opportunity for develop
ment of a regional water supply. The city has proposed the preparation
of a feasibility study for the Reservoir Project. The study would address
the specific needs of providing water supply for the Tribe. The estimated
cost of the study is $100,00. The city has requested that the Tribe con
tribute $50,000 to the study. Jan D. Reibach moved, Bob Haller sec
onded to adopt Resolution No. 151-00
(1) contributing to the City of Sheridan, an amount not to exceed
$50,000 toward the Willamina Creek Reservoir Project feasibility study;
(2) approving the memorandum of understanding with the City of
Sheridan regarding the feasibility study and future cooperation be
tween the parties, and
(3) authorizing the Council Chair, with the assistance of the Tribal
Attorney, to finalize and execute the memorandum of understanding.
Motion carried 6-2-0.
LEGISLATIVE SUBCOMMITTEE
D Tribal Employee Christmas Gift Certificate. Reyn Leno moved,
Ed Larsen seconded to provide each Tribal employee (full-time, part-time,
temporary and Nanitch Sahallie) with a $50 Safeway Gift Certificate for
the Christmas holiday. Motion carried unanimously.
ECONOMIC DEVELOPMENT SUBCOMMITTEE
D Tribal Election Board Compensation. Ed Pearsall moved, Bob
Haller seconded to adopt Resolution No. 152-00 approving a compen
sation rate for the Election Board members at $7 per hour. Motion car
ried 8-0-0. .
OTHER BUSINESS
D Les McKnight asked council if the constitution regarding time allowed
for members at General meetings has changed, referring to the last Gen
eral Council meeting. Kim D'Aquila, Tribal Attorney stated that although
time is given at the meetings, the Tribal Chair has the discretion in deter
mining the extended length of time for the discussions.
B ' In recognition of all Veterans, Ken Gregg presented the Tribal Coun
cil with a framed print of the U.S.S. Arizona. Council expressed their
gratitude for the gift.
