DECEMBER 1, 2000 TBestoiraittoini (TeBebration The Grand Ronde Reservation was established by treaty arrangements and an Executive Order of June 30, 1857. However, in 1954 Congress passed the Termination Act which severed the trust relationship between the federal government and the Tribe. In the early 1970s, efforts began to reverse the tide of termination. On November 22, 1983, with the signing of Public Law 98-165, the Grand Restoration Act, the task was accomplished. I ' f;, . - - 1 it i i uwr v , v! , Pow-wow Circle The Confederated Tribes of Grand Ronde celebrated Restoration Day on Sunday, November 19 at the Grand Ronde Elementary School. The special guest speaker was retired Congresswoman Elizabeth Furse, who has been a sincere and close friend of the Tribe's throughout the struggle for Restoration. Lunch was served at noon and a pow-wow followed with the entering of the Grand Ronde Color Guard. A Round Dance was held for Grand Ronde Tribal members only. With the exception of Ed Pearsall, who was on vacation and excused, a full council was present. Reyn Leno moved, June Sell-Sherer seconded to approve the previous Oc tober 11, 2000 Council Meeting minutes as submitted. Motion carried. OLD BUSINESS D Per Capita Distribution Date Established. Reyn Leno moved, Jan D. Reibach seconded to remove the previously tabled agenda item "Per Capita Distribution Date Established." Motion carried. Rob Greene stated that the resolution is identical to Resolution No. 138-99 adopted by the Tribal Council last year that established the distribution date for 1999 per capita payment, except that "the Tribal Council hereby declares December 13, 2000, as the payment date for purposes of per capita distribu tion. Be it further resolved that the Tribe's Financial Officer shall, in accor dance with the Revenue Allocation Plan, make the per capita payment for 2000, on or before the fifth business day following the payment date." Following this statement, Reyn Leno moved, Ed Larsen seconded to adopt Resolution No. 132-00 establishing the payment date as stated above. Motion carried 7-0-0. NEW BUSINESS 0 General Council Meeting November 15, 2000 Agenda Items: a. SMDC Update b. Budget presented by Finance department and Natural Resources Timber program. c. Individual Tribal Council Reports d. Door Prizes $250 (1 $100, 3 $50) Following review, Tribal Council consensus was to approve the agenda as submitted. D Appoint Representative to the Legislative Commission on Indian Services. Reyn Leno moved, Ed Larsen seconded to adopt Resolution No. 133-00 reappointing Ed Pearsall to a two year term in accordance with the applicable provision of the statute. Motion carried 7-0-0. O Education Committee Member Appointment. Jan D. Reibach moved, June Sell-Sherer seconded to appoint Patsy Pullin to serve on the Education Committee. Motion carried 7-0-0. Trxptsl CsQuncil Actions TRIBAL GOVERNMENT, MANAGEMENT & BUDGET SUBCOMMITTEE D 2001 Tribal Housing Program Policies & Procedures Approval. Cheryle Kennedy moved, Ed Larsen seconded to adopt Resolution No. 134-00 approving the 2001 Tribal Housing Program Policies & Procedures as submitted. Motion carried 7-0-0. D Architects Four Contract Funding. June Sell-Sherer moved, Bob Haller seconded to adopt Resolution No. 135-00 that: (1) approves an agreement between the Tribe and Architects Four LLC, in an amount not to exceed $200,947, to perform architectural and construc tion management services for the Tribe's education and small business de velopment building project, (2) approves a contingency budget for project expansion in the amount of $30,000, (3) directs that said funding of $230,947 be allocated from the Capital Projects Budget, and (4) authorizes the Executive Officer, with the assistance of the Tribal Attorney, to negotiate, finalize an sign said agreement. Motion carried 7-0-0. D Approval of Construction Contract for Community Center Aw ning & Reception. Jan D. Reibach moved, June Sell-Sherer seconded to adopt Resolution No. 136-00 approving to enter into a contractual agree ment with Coleman Construction Company for $37,140. Motion carried 7-0-0. NCAI DelegateAlternate & Tribal Membership Dues. Bob Haller moved, Ed Larsen seconded to adopt Resolution No. 137-00 renewing the Tribe's membership by paying the $1,000 membership dues with the Na tional Congress of American Indians (NCAI). Dues amounts are based on the annual Tribal income of over $1,000,000, and the approximate Tribal enrollment of 4,600, thereby entitling the Tribe to 150 votes. Also, council appoints Earl "Butch" LaBonte as Delegate and June Sell-Sherer as Alter nate Delegate for CY 2000-2001 and instructs them to become individual members in good standing with NCAI in order to fulfill their responsibilities as official delegates to NCAI Annual, Mid-Year and Executive Council ses sions. Motion carried 6-0-1 with June abstaining.
