OCTOBER 1, 2000 5 Tripdl Council Actions Hill . 4:00 p.m. Meeting called to order by Kathryn Harrison, Tribal Chair. Except for Val Grout and Ed Larsen (both excused), a full council was present. Bob Merrier moved, Reynold Leno seconded to approve the previous Au gust 16, 2000 Tribal Council meeting minutes as submitted. Motion carried. GENERAL COUNCIL MEETING: 09-10-00 AGENDA ITEMS Note: Date change due to Labor Day Holiday on September 04, 2000. a.) Election Results; b.) Gaming Update; c.) Program Report Small Busi ness Development; d.) Door Prize Drawings (1 at $250, 1 at $100 and 3 at $50.) Council consensus was to approve the agenda as presented. RESOURCESEDUCATION SUBCOMMITTEE II Amendment to IHS 2000 Annual Funding Agreement. June Sell-Sherer moved, Bob Haller seconded to adopt Resolution No. 111-00 approving an amendment to the IHS 2000 Annual Funding Agreement which permits the Tribe to purchase Mental Health Consulting and other profes sional services from the IHS Portland Area Office on a cost basis. Motion carried 7-0-0. ENROLLMENT D Dis-enrollment of 3092. Ed Pearsall moved, Bob Mercier seconded to adopt Resolution No. 112-00 approving the recommendation from the Enrollment staff that 3092 be removed from the official membership roll for dis-enrollment in accordance with the Enrollment Ordinance. Discussion followed. Motion 7-0-0. D Enrollment Ordinance. First Reading acknowledged by council present regarding the proposed amendments to the Enrollment Ordinance. Among other technical changes, the amendment includes provisions allowing en rollment staff to submit applications for infants under six months of age directly to Tribal Council, requiring submission of certified true copies of docu ments supporting an application for enrollment, clarifying which individu als have access to enrollment records and affirmatively stating the burden and standards of proof for enrollment applications. TRIBAL GOVERNMENT, MANAGEMENT & BUDGET SUBCOMMITTEE D Approval of Water Right Lease Agreements. Reynold Leno moved, Bob Mercier seconded to adopt Resolution No. 113-00 to: (1) approve two Water Right Lease Agreements between the Tribe and the Oregon Water Resources Department for the lease of certain water rights located at the Tribe's Governance Center and Spirit Mountain Ca sino properties, and (2) authorize the Council Chair, with the assistance of the Tribal Attor ney, to finalize and execute said Water Right Lease Agreements. Motion carried 7-0-0. ECONOMIC DEVELOPMENT SUBCOMMITTEE II Placing Chemawa Property into Trust. Reynold Leno moved, Ed Pearsall seconded to adopt Resolution No. 114-00 requesting that the U.S. Department of the Interior, Bureau of Indian Affairs, place into trust on behalf of the Confederated Tribes of the Grand Ronde Community of Or egon and Confederated Tribes of Siletz Indians of Oregon the following de scribed land: approximately 16 acres of land, located at Township six (6) South, Range Three (3) West, Section 36 of Chemawa lands West of Inter state 5 in Salem, Oregon. Motion carried 7-0-0. OTHER BUSINESS B A Tribal member asked, "Where does a Tribal member go when no pro gram is available?" Bob Martin, Executive Officer, offered to assist the Tribal member in locating assistance. I have retired as of September 30, 2000. It was a good five years at Grand Ronde. I enjoyed my work at the Chemical Dependency and the last years at Natural Resources in the Forestry department. I have been working with professional people, committed to the future of the Con federated Tribes of Grand Ronde. I have enjoyed having many friends at Grand Ronde, the two year involvement on the Culture Board, the great pow-wows and at tending college classes. I do expect to return to Grand Ronde "someday." We all did our best to vote for those we put our trust in and those whom we think will carry on the good and excellent jobs that they were as signed to. And all the trust we put on their shoulders, to do their jobs. I'm quite aware of the burdens and problems that do arise, in their work. But "oh" how proud we all can be to put our trust and hopes in them. And Ed Pearsall congratulations are in order. I know that your Grandma Menard Haller must be smiling down on you. How proud she would be of you and the way you have worked for the Tribe. And didn't your Aunt Geneva Haller Handsaker tell you to follow your own judgment and God would do the rest. Ed, God moved the mountain for you. More you planted the seed. Again I wish to thank you all, whether you won or lost. You were all doing for the Tribe. Congratula tions to all of you. We, the Tribe of Grand Ronde, are counting on each and every one of you. Thank you all and God speed. This is a very important time for our Tribe, and I look forward to working with you in addressing the many is sues that could determine our future. As I have stated before, I feel that to be a good Tribal Council member, one must be a good servant to people. I am truly honored for this opportu nity to serve together with our cur rent council. Let our differences of opinion strengthen the resolve to make sound decisions that reflect the wants and needs of the entire Tribal mem bership. Even though we may some times disagree, we all need to stand together on the common ground that our ancestors fought so hard for. Reibach Roll 668 For the people, I spend a lot of time at the Wellness Clinic with various family members. I can't help but notice the Dental Clinic is booking appointments clear into February. I have talked to many people and I understand the problem is two-fold; the burden of casino employees, and the lack of space and equipment. I thought we could just add an other dentist, but as it turns out the present conditions couldn't accommo date one. As an observation, since we've been using the alternate entrance, I've noticed how much space is underused. I've heard two solutions. Expand if possible or cut down on patient load. I really appreciate how kind and gracious the staff is. They have to take the complaints. They're always polite and apologetic, yet I feel the problem isn't theirs to explain. To be aware of a problem is half of the solution. Thank you on Smoke Signals and Tribal Council for the space and free dom to share in Tribal affairs by let ting me voice my opinions. Charlene Freeman Roll 194 Editor's note: Currently, the den tal clinic is booking appointments as far away as February of next year for new patient exams. Patients must be examined prior to dental work begin ning. Patients that need fdlings are only booked through December of this year. According to the dental staff, this practice is normal and they point out that many private dental offices are booked up for several years. EDITORIAL POLICY!
