JUNE 15, 2000 TnW Council Actions HATFIELD FELLOWSHIP Seeking Native American Applicants t 5:05 p.m. Meeting called to order by Kathryn Harrison. Val Grout, Bob Mercier and Reyn Leno were absent and excused by Council consensus. All remaining Council were present. Butch LaBonte moved, Ed Pearsall seconded to approve the previous April 19, 2000 Council meeting minutes as submitted. Motion carried. Ed Pearsall moved, June Sell-Sherer seconded to approve the previous May 3, 2000 Council meeting minutes as submitted. Motion, carried. i LaBonte moved, NEW BUSINESS B Education Trust Fund Scholarship Awards. Bute! June Sell-Sherer seconded to approve the Education Committee's request to fund the 2000-20001 Education Trust Fund Scholarship recipients to de serving applicants in the following programs: Graduates full and half-time, Undergraduates full-time and Vocational full-time students. Motion carried. TRIBAL GOVERNMENT, MANAGEMENT & BUDGET SUBCOMMITTEE B Northwest Native American Human Resources Association (NWNAIIRA) Donation. Butch LaBonte moved, Ed Larsen seconded to approve a donation in the amount of $400 to assist NWNAHRA in putting on a pow-wow. In addition, a Pendleton blanket will be donated for the pow wow. Motion carried. B Election Board Appointments. Bob Haller moved, Ed Larsen seconded to adopt Resolution No. 064-00 approving the appointments of Theresa Haller, Kimberly Campbell, Joann Mercier and Laura Gleason to the Elec tion Board. Motion carried 4-0-1 with Ed Pearsall abstaining. B Natural Resources. 1. Katsuk Thin Timber Sale. June Sell-Sherer moved, Butch LaBonte seconded to adopt Resolution No. 065-00 approving the Katsuk Thin sale as recommended by the Natural Resources Committee. The recom mended minimum bid rate for Douglas-fir is $411.71 per thousand board feet, net scale. Motion carried 5-0-0. 2. Saya Timber Sale. Butch LaBonte moved, Ed Larsen seconded to adopt Resolution No. 066-00 approving the Saya Timber Sale as recom mended by the Natural Resources Committee at a recompiended minimum rate of $464.47 per thousand board feet, net scale. Motion carried 5-0-0. 3. Big Grouse Combination Timber Sale. Butch LaBonte moved, Ed Pearsall seconded to adopt Resolution No. 067-00 approving the repeal of Resolution No. 039-99 and the Big Grouse Combination Timber sale as ' recommended by the Natural Resources Committee at a rate of $381.93 per thousand board feet, net scale. Motion carried 5-0-0. 4. Natural Resources 10 Year Management Plan Butch LaBonte moved, June Sell-Sherer seconded to adopt Resolution No. 068-00 ap proving the Natural Resources 10 Year Management Plan budget in the amount of $52,000,000 as requested. Motion carried 5-0-O. B Cultural Site Development. June Sell-Sherer moved, Ed Larsen sec onded to adopt Resolution No. 069-00 approving the allocation of $2,900 to the Cultural Site budget for a light pole and landscaping. Motion carried 5-0-0. B Enrollment. 1. New Members. Bob Haller moved, Ed Pearsall seconded to approve the enrollment of members 5003-5012 by adopting Resolution No. 070-00. Motion carried 5-0-0. 2. Relinquishment. June Sell-Sherer moved, Ed Larsen seconded to adopt Resolution No. 071-00 approving the voluntary relinquishment of mem ber 3224. Motion carried 5-0-0. 3. Blood Quantum Adjustment. Ed Pearsall moved, Ed Larsen sec onded to adopt Resolution No. 072-00 approving the blood quantum ad justment for Edwin Leno Sr. to be 12 as are his brothers, David, George and Gus. Edwin's descendants will have their blood degree adjusted based on his 12 degree. Motion carried 5-0-0. 4. Blood Quantum Adjustment. Butch LaBonte moved, June Sell Sherer seconded to adopt Resolution No. 073-00 adjusting the blood quantum for John Silas LaBonte to 13 as are his sister, Caroline Voutrin and brother Alexander LaBonte. His children will also have their blood quantum adjusted accordingly. Motion carried 5-0-0. 5. Re-enrollment. Ed Pearsall moved, Ed Larsen seconded to adopt Reso lution No. 074-00 approving the re-enrollment of member 1132. Motion carried 5-0-0. ECONOMIC DEVELOPMENT SUBCOMMITTEE B Request to Award Additional Scholarships. Butch LaBonte moved, Ed Pearsall seconded to approve additional funding because there were no part time Undergraduate Scholarship applicants this year, the Committee is seeking approval to award these funds to full time scho! arship applicants who submitted completed and deserving applications (two awards at $3,000). Included in the motion was to allow funding for three additional scholar ships in the amount of $3,000 because one of the recipients is an existing part time recipient and would move into the full time category. Motion car ried unanimously. B Request to Increase Graduate Scholarships. June $ell-Sherer moved, Butch LaBonte seconded to approve the request by the Education Commit tee to increase the Graduate level Scholarship awards in tion Trust Fund Scholarship Program, since no applications for the Under graduate Scholarship Program was received. The $3,000 award would be granted to the third highest ranking applicant. The Trust : budget is found to have sufficient funding to accommodate this request. Motion carried unanimously. Tt,l&clTfenil SEED The Confederated Tribes of the Grand Ronde Community of Oregon is now accepting applications for the third Mark O. Hatfield Congressional Fellow ship. Each year, a Hatfield Fellow is selected from Native American applicants to serve as an intern for a member of Oregon's Congressional delegation. The Fellowship honors Mark Hatfield for his accomplishments as a U.S. Sena tor and Governor of Oregon and for his mentorship of many members of his . staff who became leaders in their own communities. The Fellowship also hon ors the memory of former Hatfield aide Susan Long. "I was honored to host the second Hatfield Fellow in my Washington, D.C. office. The Mark Hatfield Congressional Fellowship provides young people of Pacific Northwest American Indian Tribes the opportunity to help make a dif ference in their personal lives as well as contribute to the quality of life within their communities," said Senator Gordon Smith. "The Hatfield Fellowship will seed Indian Country with capable, motivated individuals who know their way around Washington, D.C. and produce long term benefits for all the Tribes and the Pacific Northwest," said Len Bergstein, a member of the Spirit Mountain Community Fund Board of Trustees which oversees the internship. Applicants must be enrolled adult members of federally recognized Tribes in Oregon, Idaho, Montana, and Washington, with preference given to the nine federally recognized Oregon Tribes. Highlights of the Fellowship include: The Hatfield Fellow will be rotated every year among the House and Senate members of the Oregon delegation. Each Hatfield Fellow will serve for ten months and will receive a stipend, moving and travel expenses, and participation in a special American Po litical Science Association Orientation. GHEE?
