TRIBAL GOVERNMENT, MANAGEMENT & BUDGET SUBCOMMITTEE Health Committee 1999 Budget Approval. Val Grout moved, Ed Larsen seconded to adopt Resolution No. 074-99 approving the Health Committee budget remaining open for the remain ing months of the 1999 Calendar Year due to projects not yet completed but projected. Motion carried 8-0-0. Investment Policy Statements. Bob Mer rier moved, Chip Tom seconded to adopt Resolu tion No. 075-99 approving the updated and re vised Investment Policy Statements currently in place for the Economic Development Fund, the Corporate Dividend Fund, the Self Determina tion Fund, the Trust Revenue Fund, the Minor's Trust Fund, and the Social Trust Funds (the "Funds"). The following individuals are granted signature authority for the Funds: Tribal Chair person Kathryn Harrison; Vice-Chair Reynold Leno; Tribal Secretary Ed Pearsall; Finance Of ficer Robert Saunders; and Financial Controller Jody Jerger, provided however that the signature of at least two of the above individuals is required for any action for any action other than a wire transfer directly to an approved tribal bank ac count. Motion carried 8-0-0. Pow-wow Committee. 1. 1999 Budget Additional Funding Ap proval. Bob Haller moved, Ed Larsen seconded to adopt Resolution No. 076-99 approving an increase in the Pow-wow Committee budget in the amount of $15,000. Motion carried 7-0-1, with Mark Mercier abstaining. 2. Appointment for Open Position. Val Grout moved, Ed Larsen seconded to appoint Perri McDaniel to the vacant Pow-wow Committee po sition. Motion carried. 3. All Indian Rodeo. Bob Haller moved, Chip Tom seconded to support a one-day All Indian Ro deo during the Annual August Pow-wow. Motion carried 7-1-0, with Mark Mercier voting no. D IHS Non-Tribal Native American Appli cants for Water & Sewer Services. Ed Pears all moved, Val Grout seconded to adopt Resolu tion No. 077-99 approving sponsorship of non tribal applicants for IHS Sanitation services. Motion carried 8-0-0. Elder Housing Street Naming. Val Grout moved, Ed Larsen seconded to approve naming six (6) streets in the Elder housing development by adopting Resolution No. 078-99. The six names are: Blacktail Drive, Beaver Court, Blue Jay Court, Coyote Court, Eagle Loop, and Salmon Way. Motion carried 8-0-0. Health Authority Ordinance first read ing. The first reading for the proposed Health Authority Ordinance was presented D EfficiencyManagement Audit of Casino and SMDC. Bob Haller moved, Bob Mercier sec onded to adopt Resolution No. 079-99 autho rizing the Tribal Chair to negotiate, with the as sistance of the Tribal Attorney's office, and sign a contract with Price Waterhouse Coopers LLP ("PwC") to conduct an internal audit of the op erations, management structure and performance of Spirit Mountain Casino and Spirit Mountain Development Corporation. Motion carried 8-0-0. D Small Business Development 1999 Budget Additional Funding. Val Grout moved, Ed Larsen seconded to adopt Resolution No. 080 99 approving a $43,630 budget increase to the Small Business Development budget to accommo date wages and expenses incurred as the result of the acquisition of CTGR Trucking. Motion car ried 6-2-0, with Mark Mercier and Ed Pearsall voting no. RESOURCE SUBCOMMITTEE Free Fish Derby Hebo Lake. Consensus of Council was to approve a perpetual $500 per year donation for this event. Grand Ronde Forestland Acquisition Business Plan. Ed Pearsall moved, Ed Larsen seconded to adopt Resolution No. 081-99 au thorizing the Natural Resources department to contract with Hamstreet & Co. for the purpose of developing a Grand Ronde Forestland Acquisition Business Plan with the cost of $55,000 plus ex penses. Motion carried 8-0-0. Fort Hoskins Water Fountains Funding Approval. Mark Mercier moved, Bob Mercier seconded to approve the funding ($1,400) for this project. Motion carried. D Mark Mercier moved, Ed Larsen seconded to approve the support for continuation of our Fam ily Violence grant by adopting Resolution No. 082-99. Motion carried 8-0-0. In, Lotwuj Memory Two tribal Elders pass away a . v ! P4h " .km i l-.iV.i .teV?.'.v Petrova King September 16, 1929-June 4, 1999 Petrova King of Corvallis died of cancer June 4 at her home. She was 69. She was born to Floyd Tillson and Rose May Tyler Low in Corvallis. She lived in the Benton County area all of her life. She won many rib bons at the Benton County Fair. She enjoyed gardening, flowers and wood work and was an avid angler, Blazer fan and bingo player. Petrova is survived by her husband, Elvin J. King of Corvallis; daughters, Maggie Wischnotske of Al bany and Roselee Hall of Columbus, GA; sons, Floyd B. King of Corvallis and Elvin "Shorty" King of Corvallis; sisters, Lottie Child of Hebo, Eloise Kizor of Othell, WA., Betty Low of Corvallis and Ailene Knowlton of Rogers, AR.; brothers, Floyd B. Low of Fruitland, WA., and Leonard Low of Philomath; 12 grandchildren and seven great-grandchildren; and numerous nieces and nephews. Her parents, two sis ters and one brother preceded her in death. Visitation was held at McHenry Funeral Home. A graveside service, officiated by Mike Reibach, and a reception were held in Grand Ronde on June 8. Eileen Shirley Nickel I February 8, 1937-June 8, 1999 Eileen Shirley Nickell of Tucson, Ari zona died June 8 at Saint Mary's Hospital in Tucson. She was 62. Eileen was born Feb ruary 8, 1937 to Frank (Sharkey) and Matilda (Cunningham) Tho mas. Eileen is survived by her husband James Nesgoda of Tucson, AZ.; two daughters, Catherine Smith of Port Los Angeles, WA., and Shirley Walkhoff of Grand Ronde; two sons, Fritz and Tim Fletcher, both of Forks, WA. She also is survived by three stepsons, Greg Nesgoda and Joe Nesgoda, both of Aberdeen, and Tony Nesgoda of Char lotte, N.C.; brothers Lanny (Butch) Thomas of Humptulips, WA., and Frank Thomas of Castle Rock, WA.; sisters Mary Emerson of Van Nuys, CA., Delcie Totten of Grand Ronde, and Lana Takhea of Tacoma, WA., uncle Carl Thomas of Ranier, WA. She is sur vived by 15 grandchildren. Eileen attended Lake Quinault High School, worked a number of years as a waitress and worked 17 years at Grays Harbor Veneer. Eileen enjoyed gardening, crafts, crocheting, wood carving and walks with her favorite dog, "Bandit." A service was held at Coleman's Mortuary in Hoquiam followed by a burial at Sunset Memorial Park on June 12. Memorial & Stone Setting The family of Allen "Biff Langley wishes to in vite friends and relatives to the memorial and stone setting for his late wife, Louise, on Satur day, July 10 in Warm Springs. Activities for the memorial will begin at 8 a.m. at Agency Cem etery with a brief service and stone setting. The memorial will be held at the home of Michael R. Clements (son-in-law) at the Sidewalter Flat, and will begin at 10:00 a.m. Salmon and traditional food will be served. As part of the memorial, Biff will pass on an Indian name (from Grand Ronde) to his great granddaughter, Sheena. So we hope friends and family from Grand Ronde can be there to join us. Public notice of the meet ings are posted in the Housing Authority offices and in the lobby of the Governance Center. Board meetings are held at 6:00 p.m. in the Housing Authority Conference Room. Upcoming meetings are scheduled for: July 20 August 17 September 21 October 19 November 16 Decemberl4 Meeting dates are subject to change.
