The Tribal Council adopted two (2) ordinances which established the rules of the Pow wow Committee. The first ordinance which is the General Committee Ordinance originally adopted on December 22, 1986 and amended January 15, 1988; June 17, 1989; January 8, 1992; and July 7, 1993. The second ordinance is the Pow-wow Committee Ordinance origi nally adopted on March 17, 1993. Under the General Committee Ordinance section (0 MEMBERSHIP: Only tribal mem bers and staff may serve as voting members on the committees. All committee mem bers must physically reside within the tribal Six (6) County Service Area during their term of office. In addition, (A): Individuals may serve on only one committee at a time, provided, however, an individual may serve on the Pow-wow or the Elders' Committee and one other committee at the same time. Under section (k) CONFLICTS OF INTEREST: No committee shall have more than one immediate family member serving in a voting capacity at one time on that commit tee. No committee member may vote on any action directly involving a member of his or her immediate family. A committee member may take part in discussion and count toward a quorum regarding action involving a member of his or her family. Immedi ate family members include the natural father, natural mother, adoptive mother, adop tive father, daughter, son, spouse, person in spousal relationship, brother, sister, step brother and stepsister. Under the Pow-wow Committee Ordinance section (c) Committee Established; Mem bership 2. The Committee shall have a minimum of five (S) voting members, at least one (1) of whom is a Tribal Council member. Any number of staff members may serve on the Committee at one time. The Tribal Council at its option may appoint more than five (5) voting members if it deems necessary. In addition, 4. The members shall be appointed by the Tribal Council. 5. The Tribal Council shall make the annual appoint ment of members to the Committee no later than the end of November. There is no limit on the number of terms a member may serve. Further, 8. The Committee may establish sub-committees when and if it deems necessary. The Tribal Council is concerned that over time, these rules may not have been complied with and wish to bring the Committee's membership in compliance with both the General Committee Ordinance and Pow-wow Committee Ordinance. Since the membership of the Pow-wow committee is appointed by Tribal Council on an annual basis, this would be the perfect time to correct any non-compliance issues. In the spirit of fairness to all potential candidates residing within the Six County Service Area, the Tribal Council has decided to notify all members of this opportunity to serve on . the Committee.
