Smoke Signals December 1992 Page 3 Tribal Court Legal Notices PETITIONER: Diana Lee Stogsdill ORDER CHANGING NAME: No. C-92-ll-004JLM FILED: NOVEMBER 19, 1992 Based on the allegations set forth in the petition for change of name and new birth certificate filed by the petitioner in the above entitled case, THE COURT FINDS; 1. the petitioner is over 18 years of age; , 2. the petitioner is an enrolled member of the Confederated Tribes of the Grand Ronde Community of Oregon; 3 . the petitioner has not petitioned and been granted a change of name by the Tribal Court within the past twelve (12) months; 4. all persons entitled to notice have been properly served with a copy of the Notice for Name Change, and 5. no objection to the petition has been filed by any creditor or former spouse of the petitioner. Based on the foregoing findings THE COURT ORDERS: 1 . that the name of the petitioner be changes from Diana Lee Stogsdill to DIANA LEE GEORGE-STOGSDILL; 2. that the Clerk of the Tribal Court shall cause a copy of this Order to be published in the tribal newsletter, 3. that the Clerk of the Tribal court shall submit a certified copy of this Order to the Tribal Enrollment office; 4. that the Clerk of the Tribal Court shall submit a certified copy of the Order to the Registrar of Vital Statistics, in the state which the applicant was born; 5. that upon receipt of the certified copy of the Order, the Registrar shall change the birth certificate of the petitioner to reflect the new name of the petitioner as stated in this order and shall change any designation of race or national origin on the birth certificate to reflect that the petitioner is an American Indian; 6. that the petitioner shall surrender all old Tribal Identification cards bearing petitioner's former name to the Tribal Enrollment office prior to the Enrollment office issuing petitioner new Tribal Identification cards bearing petitioner's new name and 7. that within sixty (60) days from the date of this order the Tribal enrollment staffand if necessary the Tribal Enrollment Committee shall cause new Tribal Identification cards to be issued to petitioner showing the new name of the tribal member and shall change the official membership roll and all official enrollment records of the Tribe to reflect the petitioner's new name as stated in this order. Marston, Chief Judge More Legal Notices on page 7 Spirit Mountain Update The Spirit Mountain Development Corporation has been working on the corporate policies and is pleased to announce the operating policies were approved on November 1 7. We will be continuing our efforts towards completion of the remaining policies (personnel, procurement, etc.) with a projected January 1993 date. Currently, we are actively pursuing two grants with hopes of obtaining the funds for future development operations. The end result... prosperity for the Tribe. We also have two possible business ventures in research stages. The research is timely but important for determining areas of concentration for future SMDC projects. The search for a general manager has begun. (See job announcement on page 6.) The hiring process should be completed sometime in January. A Elmer Holmes Walking On Tribal member Elmer Joseph Holmes, 32, passed away on October 6, 1992 in Dallas, Oregon. He was employed as a log truck driver and worked in the timber industry for 35 years. He loved nature, hunting, and deep sea fishing. You will be a missed dad, brother,' uncle, and grandpa! The Holmes family would like to express their sincere thanks for all your love and support through our time of grief. Many beautiful flowers and cards were sent and there was an overwhelming show of support at his funeral. Our special thanks to Mark Mercier, Wilmadene Butler, Ray McKnight, the Cemetery Committee, and all who contributed to the potluck dinner that was provided for our family and friends. NIEA 1992 Convention A r Huge Success The 1992 National Indian Education Association convention was held in Albuquerque, New Mexico on November 15-19, 1992. The convention featured a large variety of workshops covering Title V, JOM, educational legislative issues, higher ed, adult ed, and student motivational sessions. Keynote address was delivered by Mr. Peterson Zah, Chairman of the Navajo Nation. Mr. Zah encouraged "tribes to stress the government to government relationship in dealing with higher educational institutions. Generally, when Tribes sit down with these institutions, we are viewed as minorities. We are not minorities, we are sovereign nations." Chairman Zah further stated, "All Tribes need to actively support education. It's not enough for all tribes to verbally state that education is a top priority, they need to take an active and participory role. They need to establish Tribal scholarships. They need to carefully review and take action on legislation affecting education. Tribal governments also need to take an active role with their local school boards, PACs, and education committees, besides serving on Title V and JOM boards." Chairman Zah concluded his address with: "Education occurs at all levels. There will be staff representing Health, Dental, Alcohol & Drug Prevention, Social Services, and Forestry to answer your questions. Sunday, December 6, there will be a General Meeting at the Community Center followed by a dinner, Christmas Party, and Restoration Pow-wow. The dinner will begin at 12:30 and will be served at the Grand Ronde Elementary school. There will be a Restoration remembrance speaker, Sande Schmidt, at 1:30 P.M. followed by a Christmas party. Ms. Schmidt was one of the attorneys who helped in restoration efforts. Santa will be there to have his picture taken with the kids and give out candy. There will be door prizes. At 5 :00 P.M. a mini pow-wow will begin featuring the Dancing Again Singers from Siletz, Oregon. CraftVendor space is available on a first come-first serve basis and is free of charge. The menu for the dinner is: Baked Salmon, Turkey and Dressing, Mashed Potatoes and Gravy, Candied Yams, Green Salad, Fruit Salad, Rolls, and Desert. Come join a day of fun! There is no fee to have a table, and this is a community activity. BIRTH ANNOUNCEMENTS Tiffany Taylor Tobiska was born September 26, 1992, to Allen Tobiska and Helen LaBonte Tobiska. Shewas20 12 inches long and weighed 7 pounds, 4 ounces. Tiffany is the great granddaughter of Ester LaBonte. Wayne Martin Fogel was born on May 24, 1992 to Roger and Patty Fogel of Vernonia, Oregon. He weighed 8 pounds and 6 ounces. His grandparents are Wayne Fogel and Nikki LaBonte Fogel.
