: i V V : u,. ) MnMMMHMIHH iwttt Nelsen Witt and Rebecca Crocker BUSINESS GRANT GIVEN TO TRIBAL MEMBER Rebecca Crocker, member of the Grand Ronde Confederated Tribes, recently received a Bureau of Indian Affairs Business Development Grant. The grant was presented by Nelsen Witt, superin tendent of the Siletz Agency. Crocker is the owner and operator of Li-Tron Communications. She is the first Grand Ronde Tribal member to re ceive a business development grant. LENDER'S CONFERENCE The Second Annual Meeting of the Lend ers Conference is scheduled June 27, 1987, at Portland Community College, Sylvania Campus. Sponsored by the Small Business Administration and a group of businesses, the conference will present information about sources of and methods for getting capital to emerging. and expanding businesses. BIA GRANTSLOANS BUREAU OF INDIAN AFFAIRS SILETZ AGENCY The following includes answers to ques tions most often asked by applicants for Bureau Credit Programs, including the Direct Loan, Guaranty Loan, and Economic Development Grant: (l) which happens first - the bank loan or the Bureau guarantee? The bank loan. Applicants must suc cessfully secure a loan before the Bu reau can become involved in the guaran tee request. " (2) How long will the applicant process take? Depending on the program, 6-12 months. (3) When should I start the process? The process for securing a bank loan, a direct loan, or a business grant should begin well before you establish your business or loan request. Most banks, and the Bureau Grant Program, require a detailed business plan that includes financial statements, projections for costs and cash flow, a plan of opera tion, expertise, and any other informa tion relevant to the particular loan. (4) Which bank should I use? There are several banks already in volved in the guaranty program, but you should first contact your own bank. If they are not authorized by the Bureau to participate, the Bureau can request they become eligible. Only if your own bank will not participate or is disin terested should you look elsewhere. (5) Who is eligible for this program? In order to be eligible to participate in Bureau Credit Programs, you must be an enrolled member of a federally re cognizd tribe and live in the Service Area of a tribe or on the reservation. The Siletz Agency Service Area includes Tillamook, Washington, Multnomah, Yamhill, Polk, Marion, Lincoln, Benton, Linn, Lane, Deschutes, Coos, Douglas, Klamath, Curry, Josephine, and Jackson counties. Therefore, if you are an enrolled member of any tribe and reside in one of these counties, the Siletz Agency will work with you. (6) Who does the Business Plan? You do. The Bureau can offer some as sistance and provide direction, but each applicant is responsible for their own business plan. This is only a brief overview. If you have other questions, please contact the Community Services Officer at the Siletz Agency, Bureau of Indian Affairs at 444-2679. 3 MINORITY BUSINESSES The State of Oregon has recently taken positive steps to assist minorities and women business enterprises to partici pate more fully in public employment and contracting opportunities. Begin ning in January 1987, the Oregon De partment of Transportation assumed re sponsibility for the certification of minority and female-owned firms on be half of all public jurisdictions in the state. A comprehensive directory, which provides business information on all eligible firms, is available through ODOT for an annual fee of $75. The directory includes a large number of firms interested in participating in personal services contracts, suppliers of goods which may be purchased by agencies under their delegated author ity, service vendors ( i.e. janitorial) and construction contractors.
