Friends o f the Columbia G o rg e, th e C o lu m b ia Riverkeeper, and Physicians for Social Responsibility had appealed the Wasco County Planning Commission deci sion to grant Union Pacific their perm it for a new track through Mosier. The Yakama Nation sepa rately appealed the decision due to the project’s Violations o f tribal treaty rights and the. N ational Scenic Area Act. The Confederated Tribes of W arm S prings have also been opposed to -the p ro posal. The county board o f com missioners based their denial o f the project on National Scenic Area laws prohibiting ad v erse effects to treaty rights. The Board o f Commis sioners is scheduled to meet this week to adopt a final or der denying the project, I The City o f Mosier is still recovering from the Union Pacific oil train derailment, spill and fire on June 3 that leaked 40,000 gallons o f crude oil and contaminated groundw ater in the small town. The Federal Railroad Ad ministration-released a report in June finding that Union Pacific was at fault for the accident because it failed to follow safety and rail inspec tion requirements. A rail traffic report found that increases in rail capacity froin this expansion could be far greater than Union Pa cific has claimed, potentially increasing rail capacity from about 35 trains a day to as much as 100 trains a day.
