T h e O re g o n H o u se passed a bill that would pro vide funding for legal aid organizations in the state that provide service to lower in come individuals. The funding would come from unclaimed settlement money from class action law suits. ' In class action cases, not all o f the plaintiffs claim their p o rtio n o f the settlem ent. The practice has been to re turn the unclaimed money to the defendant corporation. U nder H ouse Bill 4143, Pitt said, the unclaimed funds would be provided to legal aid services to help in repre senting low income individu als. This service is often help ful to tribal m em bers, Pitjt said. The Oregon State Bar A ssociation, and the Cam paign for Equal Justice, sup port the bill, now going to the Oregon Senate. The bill cleared the House in February by a 36-21 vote, backed mostly by Democrat^. In o pposition are som e large corporations and some larger law firms in the state. Former state attorney general D ave Frohnm ayer, now ip private practice, spoke in op p o sitio n on b e h a lf o f BI? West Coast Products. He said the bill would be unconstitutional, as a viola tion o f due process. Oregon Attorney General Ellen Rosenblum and the Leg7 islative Counsel office, which provides legal advice to the Legislature, have written let ters dismissing the concerns and saying th e m easure is constitutional.
