My n am e is Charlene Smith, I work at the Warm Springs Victims o f Crime Services. It’s that time o f year again-— for “Hands A round the Court house” on Tuesday, April 10 at 10 a.m. O ur departm ent is seeking donations for this event. Last year we received cash, water, candy, pens, pencils, chips, juice; so any type o f donation will be not only useful but appreciated. Last year was great. Please feel free to attend at the Warm Springs Tribal Courthouse. We will have drumming, snacks, and o f course the H ands A round the Courthouse for the victims o f crime survivors. Charlene Smith Shaker services The Warm Springs 1910 In dian Shaker Church will be open for prayer services Friday, Sat urday and Sunday, April 6-8- D inner will be at 5:30 p.m. on b oth Friday and Saturday with prayer services right after both nights. Sunday services will start at 10 a.m. with baptisms to imme diately follow. L unch and an E aster egg hunt for the kids will also be Sunday afternoon after all ser vices are complete. For more inform ation they can contact Tamera Kalama at 541-553-3201 or William Sam at 541-553-3495. Sovereignty The very essence o f our in herent sovereignty is our people, the tribal members. It is us as a people who exercise sovereignty. It is only the people who can revere, foster and prom ote sov ereignty. I cannot overstate the critical importance o f sustaining our sovereignty, a task that was and should rem ain a diligent endeavor for Tribal Council and the people. The people need to realize the im portance o f our sovereignty, to abide by it in or der to keep our sovereignty. We are only one o f eight tribes in the United States w ho still hold o u r sovereignty. O u r treaty rights and sovereignty are our strength since 1855. O n June 25, 1992 the Eigh teenth Tribal Council on behalf o f the people declared and cer tified the tribes’ inherent sover eign authority with the Declara tion Sovereignty. It outlined a brief history o f the three Tribes an d su m m arized th e 1855 Treaty. I would like to point out a few excerpts o f that document as follows: “Today, the people o f the Confederated Tribes con tinue to assert and exercise sov ereign authority over the tribal reservation, over other territory with tribal jurisdiction, over ter rito ry th a t may com e u n d er tribal jurisdiction in the future, and over the protection o f our rights and our people and their welfare in all places.” “The Con federated Tribes shall always exercise our sacred national sov ereignty in order to achieve the highest o f goals: to preserve our traditional cultural ways th at have existed for so many cen tu ries in h arm o n y w ith o u r homeland; and to provide for the well-being o f our people for th e m any cen tu rie s th a t lie ahead.” “We shall, as we always have, give respect to all persons; acknowledge the special wisdom o f our elders and religious lead ers; nurture bright hopes for the future th at reside w ithin our young people.” “O ur sovereign authority includes the right to choose n ot to adopt formal writ ten laws, procedures and poli cies governing particular sub jects; formal laws can be intru sive and inflexible and we have learned that some issues are best addressed by in fo rm al trad i tional ways.” I would also like to point out the following contained in the declaration: “We, the.members o f die Confederated Tribes o f W arm Springs Reservation o f O regon com prised o f Wasco, Warm Springs and N o rth ern Paiute Tribes, hereby declare o u r national sovereignty. We declare the existence o f this in herent sovereign authority— the absolute right to govern, to de termine our destiny, and to con trol all persons, land, water, re sources and activities, free o f all outside interference.” Finally, I w ant to point out this: “U ltimate sovereignty is vested in the people, who re ceived that sovereign authority in the form o f laws given by the Creator and by the land it self. O ur people have delegated only lim ited authority to the Tribal Council and have reserved the rest o f our national sover eig n ty to o u rse lv e s.” “ O u r people, as the custodians o f our sovereignty, revere all o f those things and declare that shall be p rotected absolutely and for ever.” Respectfully, Maxine Switzler New school I ’m writing to encourage all registered voters to get out and v o te in su p p o rt o f th e new middle school in Warm Springs. O ur children o f Central O r egon deserve the best education we can offer them. These are our children, n ot your children, my children, our children. I rode the bus from Warm Springs to Madras from the 7 th grade to the 12th grade. The bus ride requires Warm Springs kids to get up and go to sleep every school day a few hours earlier. I know my brothers and sis ters from Simnasho had to make even more sacrifices and get up much earlier than us in Warm Springs. Us from Warm Springs rode the bus route 40 miles a day (guesstimate). O ur family from Sim nasho was on the bus 70 miles a day. These bus rides are not. con ducive to the best education our fam ilies o f C en tral O reg o n , Madras, Warm Springs can of fer our children. I know this long commute each and every school day is a major factor to the high dropout rate o f our children o f Warm Springs. I f Madras children had to ride the bus to Simnasho each and every day, I know something would have been done years and years ago. It is time to treat our Warm Springs children with the same deserving respect and consider ation, considering how much o u r c o m m u n ity o f W arm S p rin g s c o n trib u te s to th e wellbeing o f Central Oregon. I hear a few stories about o u r children w ho are still in School, some good, some n ot so cool. To the younger children who are stiU in school, I hope you all will look at the older generation in Warm Springs and the elders in your family. I have a grandfather Olny Patt Sr. I really w ant to be as intelhgent as he was. H e was the chairman o f the Warm Springs Tribal CouncE for many years before he w ent to heaven a few years ago. Some people really liked him , som e d id n ’t. We shouldn’t look at the ones who didn’t Eke him, we look at the great work he has done as chair School bond The heart o f economic de velopm ent in a com m unity is ed u c a tio n . W ith o u t a com m unity’s co m m itm ent to provide the b est possible re sources for educating its people, a community is in decline. The Jefferson County E co nomic D evelopm ent Advisory Board is pleased to support the proposed 509-J, bond measure on the May 2012 ballot. Existing companies need a stream o f skilled and depend able workers. A n e sse n tia l p a rt o f the learning process is a weE-main- tained and safe environm ent. The bond measure addresses the needs o f each faciEty, the need for a new K-8 faciEty in Warm Springs and a sorely needed per forming arts center faciEty th a t' wiE benefit the entire commu nity. We beEeve the 509-J school board was visionary about the needed faciEties and im prove ments while sensitive to the cur rent economic conditions. Beyond the long-term facE- ity additions and improvements, there wiU be a two-year, short- term benefit from construction activities with construction jobs, services and suppEes. Construction w ork in a com munity also conveys that a com munity is on the move toward growth and a higher quaEty o f Eving. This is attractive to po tential new businesses. Most importandy is our com mitm ent to our youth: we want to provide the best possible en vironm ent for learning and per sonal development. We encour age the community to support this sensible bond measure.
