January 11, 2011 Wind farm a first under new eagle kill rules B E N D (AP) — A proposed C entral O regon w ind project is th e first in th e co u n try to be considered for a perm it th at al lows w ind turbines to kill a few golden eagles so long as devel opers m ake up for the loss, fed eral officials say. T he W est B utté Power project plan s to re tro fit p o w e r poles w here wires are so close together th a t golden eagles can stretch their 7 -foot w ingspans and get electrocuted. T h e U.S. F ish an d W ildlife Service said the retrofits could m itigate the loss o f any golden eagles killed by the 50-turbine w ind farm east o f Bend. T h e perm it w ould allow three go ld en eagle deaths o v e r five years and require n o n e t loss o f the breeding population. T h e agency said it w as the first application it g o t u nder the te rm s o f ru le s it a d o p te d in 2009 under the Bald and G olden Eagle P rotection Act. C o n s e rv a tio n g r o u p s h a d called fo r a perm ittin g system to stop w hat one called Friday “a free-for-all th at kills hundreds o f th o u s a n d s o f b ir d s e ac h year.” T he A m erican Bird C onser vancy said it w ould look hard at the details o f the p roposed W est B u tte p e rm it to m ake sure it w o u ld a v o id as m a n y eag le deaths as possible and hews to the governm ent’s rules.
