In M arch the Tribal Council
continued to advance four E co­
n o m ic ste w a rd sh ip g o als b y
ad o p tin g re so lu tio n s th at in ­
crease the ability o f the tribes
m ove econom ic vitality forward.
T ribal C ouncil continues to
hold up the follow ing goals: To
in crease tribal revenue, to in ­
crease jo b s, to fo ster p rivate
se c to r b u sin e ss d ev elo p m en t
and to im prove reservation in ­
frastructure.
In prior action the C ouncil
se t up th r e e fu n d s to h e lp
achieve these goals: the Business
I n v e stm e n t R e v o lv in g F u n d
w ith $8 m illion in funding; the
P r iv a te B u s in e s s R e v o lv in g
Fund, w ith $2 m illion; and the
C ap acity B u ild in g F un d, also
w ith $2 m illion.
The M arch resolutions:
M oved m anagem ent o f the
old apparel factory building to
th e W arm S p rin g s P ro p e r ty
M anagem ent, LLC, under “Ven­
tures” or the EDC.
T his w ill allow for m ain te­
nance, u p gradin g, and leasin g
out the building to three tribal
enterprises: the W arm Springs
T e le c o m m u n ic a tio n s
Co.
(Teleco), Ventures and Construc­
tion.
The building w ill have extra
space for lease to tribal enter­
prises or private businesses.
The M arch resolutions also:
M oved all outside plant tribal
telecom m unications infrastruc­
ture to Teleco; and established
that Teleco w ill be the preferred
p ro v id e r for te le co m m u n ic a­
tions on the reservation.
B y re so lu tio n the C o u n cil
ado pted the cap acity b u ild in g
budget, a m ulti-year $2 m illion
b u d g e t w h ic h p r o v id e s fo r
tim ely reporting to Tribal C oun­
cil by the secretary-treasu rer’s
office, and places a strong em ­
phasis on recruiting outside grant
dollars.
U nd er the cap acity b u d get
there are m ajor areas o f em pha­
sis:
C reating a private business
cen ter w ith su p p o rt serv ices,
and paving the w ay for a loan
to the W arm Springs C om m u­
nity D evelopm ent Financial In­
stitution (CD FI), m anaged un­
der the W arm Springs C om m u­
n ity A ctio n Team . T he C D FI
w ill focus on loans to private
businesses. O ther m ajor areas
o f em phasis:
Jo b creatio n and d e v elo p ­
m en t o f a sk ille d w o rk fo rc e
w ith a focus on upgrading skills
o f potential em ployees for jobs
in trib a l e n te rp rise s, p riv a te
business and tribal governm ent.
Places an emphasis on upgrad­
ing the physical infrastructure with
sewer, water, power, and telecom­
munications for tribal enterprises
and private businesses through
grant development.
C reates tw o p o sitio n s, one
w o rkin g out o f the secretary-
treasurer’s office to coordinate
and facilitate econom ic develop­
m ent projects, and the second
position to give additional capac­
ity to Ventures as they access po­
tential business opportunities.
Provides for a road map for
short and long term econom ic
developm ent projects and op­
portunities. In addition the Tribal
Council em phasized the im por­
ta n c e o f m o v in g q u ic k ly on
policies and procedures for the
$2 m illion Private' Business Re­
v o lv in g F u n d , w h ic h b e the
topic for the E conom ic Stew ­
ardship report on A pril 19.
