Credit E nterprise M any reserv atio n s d on’t have a business sector with shops and services similar to what off-reservation towns of the same population have. Most active retail sectors will have a grocery store, building supply, clothing store, car dealer, auto mechanic, barber shop, bank, bakery, insurance office, accountants, lawyers, etc. The owners are usually locals and most of the employees are local. The owners will have in vested their money, their time and effort, and usually some lender’s money. Q uestion: W hat happens when the locals don’t have the in itial investm ent m oney or credit? Answer: O utsiders set up shop or those businesses don’t get developed. Do we see a lo t o f that “don’t” in Indian Country? Unfortunately, the answer is frequently a Yes. Breaking the mold and get ting things moving isn’t easy. Sometimes changes are needed having to do with basic attitudes about business success, tribal com m ercial codes, and how tribal judicial systems are set up to deal with business related is sues. The lack of sufficient com mercial law, a Uniform Com mercial Code for example, simi lar to what most of the states have can be a barrier to obtain ing investor or bank financing or credit from a supplier. . Previous tribal court deci sions or the lack of decisions might scare investors, lenders, and potential creditors, away. Both situations are killers and can be overcome. Tribes have tried various methods for building their re tail sectors. Som e have m ade gran ts available to tribal members to start businesses with varying re sults. Others have developed their retail sector as a tribally owned enterprise. Both systems have produced successes and failures. Common' factors in the suc cesses are: Tribal members support the businesses, the tribe as a whole has a determination to succeed, a commitment to keep on work ing energetically toward the goal, and managers have the willing ness and ability to make neces sary and timely changes to the operation as conditions dictate. I suggest there is one other factor that will usually be found in the successes: They are man aged to be profitable. Maybe only a small profit, but a profit nevertheless. Co-ops are managed to make a profit and some, but usually not all, of it eventually finds its way back to the members. The excess is held, through the miracle x>f accounting policies and procedures, as funds that can be available in the future for expansion, for emergencies, for continuing operations and jobs during economic downturns, etc. If a tribe needs a retail sec tor on the reservation, somebody has to do it.
