The number of elk is stable but the ratio of bulls to cows is lower than the tribes’ goal of 15 bulls per 100 cows. It has aver aged just 10 bulls per 100 cows during the past five years and has been going down for the past 20 years. The W hite Lightning fires burned more than 34,000 acres total. Hunters aren’t allowed within the perimeter of the ar eas scorched, including sections not affected by the fires. There are reasons why hunting isn’t allowed in burned areas. Dis placed animals within the perim eter are on the move and might be grouped together in search of food or cover. It’s a situation that gives hunt ers “an unfair advantage,” said Doug Calvin, a wildlife biologist for the tribes. Animals, like humans, suffer stress when they have to change Warmer weather hunting is over. Deer season ended earlier in the fall. There is no more elk, bear, turkey and grouse hunting as of today. Even cougars have been given a reprieve until Janu ary— unless one is prow ling around and endangering people, livestock or pets, for example. Now is the season for such game as bagging ducks, geese, quail and chukar, according to rules approved by the Tribal Council earlier this year. Deer and elk populations are managed around the reserva tion. Deer remained well below what federal officials consider the reservation’s “carrying ca pacity” of 14,000-15,000. Only 1,200 deer were sighted during the most recent survey taken during a count of the animals their lifestyles, he said. And officials don’t want hunt ers to “wipe out a genetic herd. We want them to reestablish themselves, to give the animals a chance to readjust and time to let the area heal,” he explained. Habitat regeneration work also is going on within the burn area, such as reseeding, said Trey Leonard, a fire m anagem ent officer for the tribes. Allowing the workers and hunters in the same areas could prove dangerous. Hunters aim ing for animals might injure the workers, he said. Another area closed to hunt ers until March 1 is on the south end o f the reserv atio n at W h itew ater B ridge. It was shutoff after off-reservation elk hunting ended in late October. The hunting of raptors, such as eagles, hawks, falcons, isn’t allowed at any time because the law protects these animals. The building has had a seri ous water leakage problem for the past several years, a poten tially disastrous situation, consid ering the departments and com puters that are housed at admin. The project was initially esti mated at $100,000, said Don Courtney, director of Utilities. However, the problem was found to be more serious than first thought, as the original roofing plywood was not prop erly installed. “So it turned out to be a big ger problem,” Courtney said. The replacement project now is estimated at $175,000. A sound roof is important, as certain improvements to the inside of the building have to wait until the roof is waterproof. The roof replacement is al most complete, which will make for a quieter workplace for the employees at admin. Work on a new roof at the Simnasho Longhouse is going on at the same time. The longhouse could use some flooring work, but this has to wait until the roof is repaired, said Courtney.
